PLO
Who are they and
what do they want?

The Palestine Liberation
Organisation (PLO) is sending
out conflicting signals about its
future strategies. Already
splintered before Secretary of
State Vance’s trip to the Middle
East, the PLO*s options are call
ing into question the very raison
d’etre for its existence. As a con
sequence the PLO may explode
and/or implode.
Since its creation in 1964, the
PLO has been farced to undergo
a series of tactical transfor
mations. Initially, the PLO was
established by then Egyptian
President Nasser as-a political
vehicle for his designs of Pan
Arab unity. The unprecedented
defeat of the Arab armies in the
1967 war convinced the PLO that
it could not depend upon the
regular Arab armies, or regular
armed conflict to accomplish its
stated goal of liberating all of
Palestine. Emphasizing para
military attacks against
civilian^ both inside and out of
the Middle Eastern theatre was

he has never achieved,
a manifestation of frustration in
failing to achieve its ultimate
goal, and disenchantment with
Arab governments, who had
failed to liberate Palestine and
destroy Israel.
Further denigration fell to the
Palestinians with the adoption
of Resolution 242 which only
called for a solution of the
.refugee problem, and not for
Palestinian national rights. Both
the Jordanian Civil War of 1970-
1971 and the Lebanese Civil War
of 1974-1976 have further
weakened the PLO militarily.
Geo-politically, the PLO retains
only the southern portions of
Lebanon as a territorial
launching pad for forays into
Israel. The signing of the
Shatawrah Agreement in
Lebanon at the end of July
further limits Palestinian armed
presence in that country as well.

In the process, the PLO is bein*
forced to make choices it find
unpalatable.
The PLO did not amend
National Charter at its meeting
in Cairo last March. It continue*
to call for the liberation of all ot
Palestine through armed
struggle. The March meeting did
not reject the establishment of
an independent Palestinian enti
ty on territories to be evacuated
by Israel. For some, among the
dozen or bo groups that con
stitute the PLO, the acceptance
of a mini-state means tacit
recognition of the state of Israel
Others are willing or, desire a
mini-state solution in order to
preserve Palestinian autonomy
which appears to be increasingly
dissipating.
At the present time, Syrian
presence in Lebanon con
siderably controls PLO move
ment there; King Hussein of Jor
dan would like to exclude possi
ble PLO participation at
reconvened Geneva conference
and retain an evacuated West
Bank for himself; and President
Sadat of Egypt has publicly call
ed for a peace agreement with
Israel.
Though many wait for a clear
ly defined attitude on the PLO
from the Saudis, with their
political and financial clout,
elements of the PLO who refuse
any settlement with Israel con
tinue to use Libya and Iraq ss
sounding boards for their ‘rejee-
tionist’ rhetoric.
As a proclaimed national
movement of liberation, the PLO
is being pushed between the
hammer and the anvil: the
hammer of losing control of
their movement once again to
certain Arab capitals, and the
anvil of foresaking the liberation
of all of Palestine and recogni
tion of Israel in order to preserve
its very existence. Being in such
an unenvious state, it is not sur
prising that Israel refuses to
grant the PLO the legitimacy it
so sorely needs at the present
time.
Realizing the confined nature
in which the PLO finds itself,
and its track record for creating
disturbance, violent and disrup
tive upheavals may be closer
than many would like.
