Arabs to ask action
against Israel at UN
JERUSALEM (JTA) - Of-
ficials here reacted with studied
calm Tuesday to reports of a
series of tough decisions taken
by the Arab foreign ministers
who have been meeting in Cairo
since Saturday.
Apparently there was a con
scious decision here not to
engage in vituperative public ex
changes so soon before the
foreign ministers of the Mideast
are go to New York and Wash
ington later this month to
hold talks with President Carter
and Secretary of State Cyrus
Vance.
The Arab foreign ministers
urged the upcoming United
Nations General Assembly to
take strong measures against
Israel and intend to urge the
world body to condemn Israel’s
settlement policy in the occupied
territories. They have also ap
proved a draft resolution asking
the UN to call on member states
to halt military and economic
aid to Israel, urging the restora
tion of all rights of the Palesti
nian people including their right'
to return, self-determination
and the creation of a Palestinian
state.
In addition, the resolution.
migration of their citizens to
Palestinian and other Arab oc-
which is reportedly to be sub
mitted to the General Assembly
after consultations in New York
with Moslem and non-aligned
foreign ministers, also calls on
UN member states to halt the
emi

cupied territories.’'
Reacting to the emigration
halt, an Israeli official here said:
“Soon they will he calling on us
to introduce compulsory birth
control” Israeli officials also
np the discord between
Syna which the Cairo
conference had Uncovered, with
Damascus pressing for ex
tremist positions but failing to
receive endorsement by the ma
jority of the ministers while
Egypt sought to hammer out
more moderate platforms, ap
parently in the hope of getting
American support for them of at
least not incurring American op
position.
Thus, Damascus sought ap
proval of a resolution calling on
the General Assembly to sus
pend Israel’s membership.
Egypt suggested, instead, that
the UN condemn Israel’s “expan
sionist” policies. Egypt’s
proposal waa adopted.
"Lansky stay home,"
says Israal official
JERUSALEM (JTA) - Israel
has barred its gates to 76-year-
old Meyer Lansky, the reputed
underworld figure from the
United States, who'was refused
immigrant status and ousted
from Israel in 1972.
Lansky, in s telephone inter
view from Miami, said that be
wanted to visit Israel “for a few
weeks” on a tour organised by
his local ffnai B’rith Lodge.
But Interior Minister Yoeaf
Burg, backed by the State’s top
legal authorities, has rejected
Lansky’s application for a
tourist visa. Burg held that tips
deportation order issued against
Lansky five years ago was still
valid. A senior official in
Jerusalem said that Lansky is
considered “one of the most
dangerous men in the world.”
The official said there was
nothing arbitrary in the decision
to keep him out “Whatever line
you draw, Lansky would be on
the other eide of it,” he said.
The alleged gangland bona
came to Israel in 1971. After liv
ing here over a year oa a tourist
visa, hs applied for rittesnahip
under the Law of Return. The
application was rejected, aa waa
Lansky's appeal. The denial was
bind on a rif ***** in the Law of
Retarn which provides
citiaenship ean be denied to
anyone “with a criminal past
likely to endanger the welfare of
the State.’
After hie return to the United
States, Lansky was arrested and
charged with tax evasion. He
wee eventually acquitted on all
counts against him.
