Lipshutz assures leaders
of Carter’s commitment

Lipshutz assured an Atlanta
audience Saturday night that the

Jewish people in the past was not
misplaced.
Speaking at the Anti-
Defamation League’s annual
Human Relations Award
Banquet honoring Joel Goldberg,
Lipshutz said, “I realize that in
some of these cases you have
actually relied on my personal
recommendation as to his integrity
and beliefs.
-Personally, and on behalf of
the President, I can assure you that
this President and his administra
tion will never falter in meriting
that faith, confidence and
support."
In apparent denial of reports
that the Administration was
somewhat miffed that Egyptian
President Sadat’s bold gesture in
going to Jerusalem had taken the
initiative for peace talks away from
the U.S.-touted Geneva
conference, Lipshutz said, -We
feel the events of recent weeks have
brought us closer to the realization
of our goal."
Lipshutz had earlier defined that
goal as -Peace that can last beyond
our own generation—peace that
will safeguard the integrity of the
nation of Israel."
Emphasizing again the United
States commitment to the security
of Israel, Lipshutz called it “a

forthcoming Cairo conference,
according to Lipshutz, are in
keeping with the United States
commitment to the process of
negotiations “forthright and
direct—among the parties
involved."
Sadat’s visit, Lipshutz noted,
-captured the imagination of the
Israelis and the Egyptians and
people throughout the world and
created a new situation in the
Middle East." Then, referring to
the role of the Carter
administration, he added, “The
effect of Sadat’s visit has changed
the equation. Every nation has had
to rethink its own position."
Lipshutz called Sadat’s visit "a
major breakthrough...which has

President Carter had spent a great
deal of personal time to create a
framework for negotiations. "We
have been told,” he added, "by
both Sadat and Begin that these
efforts by President Carter made
the trip by Sadat possible."
Turning to the negative reaction
of other Arab states to Sadat’s
peace moves, Lipshutz said, "It is
in the interest of none of the parties
in the Middle East to see the
emergence of a radical shift from
the moderate...If it becomes
apparent that some of the other
parties in the dispute do not want
peace and are unwilling to
cooperate, an alternative might
have to be pursued." Lipshutz did
not suggest what such ah
alternative might be, adding only
that “We have not reached that
point, certainly, and none of the
people involved wbuld prefer that
they reach such a point"
Early in his remarks, Lipshutz
had said, "More than ever before
in my life, 1 recognize that the
relationship between all human
beings on this earth must improve
if mankind is going to solve its
problems.” To underscore this, he
met privately at the Atlanta
Jewish Welfare Federation with
Soviet emigre Alexander Stepak,
son of Soviet dissident Vladimir
Slcpak.
Lipshutz’ address to the ADL
assembly of buliness and
community leaden marked a rare
public appearance in his home city
since joining the Carter staff in
January. His pleasure at being
"home" was obvious when he said,
“How nice it is to be among friends
who don’t speak with a strange
accent."
