Most are Jewish U.S. opens the door to 5000 Soviet refugees by Joseph PolakofT WASHINGTON, (JTA)—-The Justice Department has announced that 5000 refugees from the Soviet Union, most of them Jews now at processing centers in Rome, will be admitted to the United States under the parole authority exercised by the Attorney General. Attorney General Griffin Bell indicated that he was acting to alleviate the backlog at the Rome centers. Their entry between now and next May 1, will bring to 9000 the number of Soviet refugees admitted to the U.S. in a 12- month period. An Administration spokesman said the first would be arriving in the next few weeks. Paroles are temporary permits that allow refugees to enter the country before immigration formalities are completed. They are issued because the law limits the number of immigrants admissible in any one year. According to the Justice Department, 2550 Soviet refugees were allowed to enter the U.S. between August, 1973 and May, 1974. Another 4000 were admitted earlier this year. Meanwhile, Rep. Joshua Eilberg (D. Pa.), chairman of the House Judiciary Committee’s subcommittee on immigration, citizenship and international law, said he has introduced legislation to end the piecemeal approach to the admission of refugees and to regularize their entry in a normal flow and for emergency situations. He said he expected action on his measure early next year. (JTA)—The Carter Administration continued Monday to speak of Premier Menachem Begin's “constructive approach” to a Middle East settlement in the wake of his proposal to grant “home rule" to the Arab population on the West Bank and the Gaza Strip. Administration spokesmen stressed at the same time that the focus of Middle East negotiations now returns to Cairo and that the U.S. would do what it could to facilitate progress in a “supportive role.” They declared that the U.S. shares the “dedication" of Begin and President Anwar Sadat for a “comprehensive Middle East peace. White House Press Secretary Jody Powell indicated that Begin's formula for the West Bank and Gaza Strip was discussed in his meetings with President Carter over the weekend. He reiterated the President's appreciation of Begin’s approach to the political process now unfolding. At the State Department, chief spokesman Hodding Carter said “We believe he (Begin) and President Sadat are taking important steps toward a just and comprehensive peace” and “we also appreciate the seriousness with which the Israelis have developed their new proposals." In response to questions about Palestinian participation in the settlement process, Powell recalled Carter’s recently expressed antipathy toward the Palestine Liberation Organization which he called “completely negative.” Howeverr the White House press spokesman would not discuss the role of “Palestinian Arabs" in' negotiations, saying that to do so would mean “addressing ourselves into the discussions to take place.” Asked about Begin's suggestion that he and President Sadat meet with President Carter at the White House at some future date, Powell said it is “an interesting idea” but “we will just have to see.” Arnold Family-Pack ROLLS pkg. of 24 S1.01 Wise © Kosher Regular Twln-Pak _ _ .
