Palestinian state:
Mideast time bomb

Haifa—The demand of the
Arab extremists that a new,
independent state of Palestine be
established in the relatively tiny
area of Judea and Samaria,
between Israel and the Kingdom of
Jordan, is one of the primary
stumbling blocks to agreement in
the Middle East. Many Israelis
reject Arab sovereignty of any kind
over this region. But even those
who are willing to surrender Israel
control over all or part of the area
would consent only to its
becoming part of or federated to
the existing Jordan state.
A revealing presentation of how
the Palestine nationalists visualize
a separate state is offered by an
Arab journalist resident in East
Jerusalem, Mohammad Abu
Shilbaya, in a recent number of
New Outlook. This is the monthly,
under Jewish auspices, which
provides a forum for those who
believe that if only Israel would be
more compromising and
conciliatory, and yield up the
“conquered” territories, sweet
peace^ and harmony would
automatically prevail in the
Middle East.
Abu Shilbaya has an ingenuous
way of facing realities. The
problems of economic viability of
the new state he shrugs off lightly.
All states have such problems, he
says, big and small. Even great
developed countries often need
help. So this problem should not
stand in the way of the Arabs here.
Besides, since the setting up of the
new state will guarantee peace,
there wilt be no need for this little
country to spend money on an
army. Other countries, not to
speak of the U.S. and Russia, will
pour in vast help in the form of
grants-in-aid. Thus, with a wave of
the hand and a stroke of the pen.

budget problems are imaginatively
solved.
The Palestinians are a skilled
and educated and experienced
people, he goes on. “They even
surpass the Israelis in many ways,
especially in agricultural,
educational and journalistic skills
suitable to the Middle Eastern
region” (sic!). To be sure, only
about ten percent of this talent is
today resident on the West Bank,
he admits. The remainder, more
than two million, are in Israel,
Gaza, Jordan, Lebanon, Syria and
half a dozen other countries.
They’ll come.
“Furthermore, a good
proportion of the Palestinians
have succeeded during the last
quarter century in amassing vast
amounts of wealth, whether in the
oil producing countries or in the
Americas. Naturally they will
bring their wealth to their own
Palestinian state when it is
established.”
Something sounds strange
about this report. For years we
have been told that the
Palestinians are homeless,
helpless, poverty-stricken
refugees, whose homes have been
taken over by the Israelis. It
appears that presentation and
interpretation of facts can be
adjusted to circumstances.
Still, this little duchy cannot
exist on grants-in-aid alone. The
total arable land in the proposed
stale is “rather small", he says, but
this can be overcome. Mountain
fruits, olive oil for soap, and
maybe coffee can make the
difference. There’s always hope for
oil.
In short, Abu Shilbaya sees the
new Palestinian state becoming “a
veritable paradise, capable of
absorbing all the Palestinians, if
not several times their number,
since the number of the population
need by no means be commensu
rate with the country’s area.”
For all this capital will be
required. For a start, some ten
billion dollars will do, and to the
Arab oil-producing countries such
a sum is not very much, he points
out.
It is difficult to decide if the
author and his colleagues are only
naive, or machiavellian, knowing
full well that what they propose is
impossible both physically and
politically. Israel realizes that such
a state, if attempts were made to set
it up. would immediately be
subjected to all the conflicting
tensions in the Arab world, as
Syria, Jordan, Comnjuhists and
others conspire and fight for
control. For the Soviet Union it
could become a vital wedge of
penetration into the area.
Such a state would be a live
volcano, threatening at any
moment to erupt over into Israel
with which it would have a long
border. Even the picture painted
by the Arabs themselves should be
enough to convince Washington
and the world that further
Balkanization of this tiny strip of
land will provide both spark and
tinder for a conflagration. And for
that reason, this proposal is
completely unacceptable to every
Israeli and every Israel party—
except the Communist Party.
