Israel and Egypt fly apart: talks stall

Just when everything seemed to
be going so well, the Egyptian
delegation to Jerusalem packed up
and flew home.
Even calls from President Carter
and frantic maneuvering by
Secretary of State Vance could not
dissuade Egypt???s President Anw-.r
Sadat from what one observer
called ???electric shock diplomacy.???
And even though Sadat's move
seemed to stun American and
Israeli negotiators in Jerusalem, it
had become obvious in recent days
that all was not going well.
Sadat has his heart set on Israel
giving up the Sinai (including
moving those pesky settlements),
the Gaza strip, the West Bank and
East Jerusalem.
This was a tall order for Prime
Minister Begin to sell to the
Knesset, even if he were agreeable,
which he was not.
The impasse reached a crucial
point when Begin, at a dinner
opening the session, chose to
remind the Egyptians that their
demands were excessive.
From this point the meetings
seemed to go downhill,
culminating in the Egyptian
departure.
The Israeli cabinet issued a
strongly worded statement saying
that ???the Egyptian government
deceived itself that Israel will
submit to demands it had never
considered feasible."
And there, perhaps, lies the crux
of the problem. In the euphoria
that took place after Sadat's visit
to Jerusalem, everything seemed
possible???even peace. But now it
becomes clear that old differences
still exist.
Begin indicated Wednesday'that
he still hopes for renewed
negotiations. ???Only the Egyptian
government in its astonishing
rigidity sees in our plan stalling
and deceit."

White House sources revealed
that President Carter has been on
the telephone with both Sadat and
Begin and one official cautioned
against pessimism:
???I would just encourage you all
not to overreact to the situation
and view it with excessive alarm. It
is not our view that either the
Egyptians or the Israelis desire
termination of the discussions or
of the progress that has been
made."
It appears everyone wants
peace. The problem now seems to
be'in finding a way to bring the
parties back together.
Tekoah to come
to AJWF dinner
Yosef Tekoah, Israel???s former Ambassador to the United
Nations, will address a top leadership group at the Atlanta Jewish
Welfare Federation???s 1978 Campaign Inaugural Dinner Saturday.
Jan. 21, at (he Hyatt Regency, at 7:30 p.m.
Tekoah, one of Israel???s leading statesmen, will brief the Atlanta
r< on the implication of recent events tn the Middle East
'and the prospects for peace. i
The 1978 Inaugural Dinner is expected to set the tone for the
forthcoming campaign which officially gets underway Feb. I. Jack
Freedman, co-chairman with Harvey Jacobson of the Summit
Division, said ???1978 is a year of opportunities. The dramatic eVe.nts
have created a new era in the Middle East, and a new dimension in
our 1978 Campaign."
Jacobson said. ???We have a chance to show that we can do more
when there is a prospect of peace than we did in time of threat or
war, that we can give more to build, sustain and enrich Jewish life
than in response to loss of life.???
The dinner is open to all contributors whose minimum
commitment to the 1978 Campaign is $10,000.00.

The initial phase of a $1.5
million AJCC Branch Building
Fund Campaign has been
completed and tentative building
plans have been reyealed.
???Ground breaking for the new
building to be located at Zaban
Park, is_scheduled for April 30and
completion should take about a
year," AJCC President Paul
Aronin said.
At a special campaign luncheon
for major contributors to the
campaign, the latest schematics
and renderings of the branch
facility were presented.
Campaign co-chairmen Sidney
Feldman and Bernard Howard
underscored the need to construct
a facility that reflected a
???responsible building??? within the
framework of a realistic budget.
There will be ten nursery school
rooms, two handball-racketball
courts, a gym, four tennis courts,
an outdoor track, a crafts room,
game room, lounge, a small
kitchen and several meeting rooms
in the new facility.

The initial building fund
campaign to solicit larger gifts
formally began in November and
ran through December. The
second campaign will start May 1,
involving the broader Jewish
community.
???We are pleased with the
outstanding pledges thus far. We
have now stopped solicitations and
will begin our second phase in May
so we won???t be competing with
Atlanta Jewish Welfare
Federation drive,??? AJCC
Executive Director David Dubin
said.
At the campaign luncheon, host
Erwin Zaban reported on the
breakdown of contributions and
indicated his pleasure at the
???spontaneity of responses." He
also commented that this was
perhaps the most successful capital
campaign in the history of Atlanta
considering the duration of time
involved.
He referred to the major
contributors as ???guarantors in the
vitality of Jewish life in Atlanta."
