to national committee
Gerald Cohen, Atlanta Jewish
Federation'* vice president for
Community Relations, was elected
to the executive committee of the
National Jewish Community
Relations Advisory Council which
ended its four-day plenary meeting
last week in Cincinnati.
The plenary is the highest
policy-making body of the
NJCRAC, which coordinates
policy and programming for its
membership of 106 Jewish
community relations councils,
including Atlanta, and 11 national
agencies.
Among the speakers were U.S.
Sen. Daniel P. Moynihan, Israel's
Deputy Prime Minister Yigaei
Yadin and Israel’s new
Ambassador to the U.S., Ephraim
Evron. Some 400 Jewish
community leaders in attendance
participated in discussions on
some of the most important issues
of Jewish concent today.
Theodore R Mann, the
NJCRACs national chairman,
analyzed the role of American
Jewish organizations in the search
for peace in the Middle East and
what he described as a change in
the Israeli-American Jewish
relationship. Mann said that
American Jews are not “yes men"
for either Washington or
Jerusalem but are “a free and
independent community whose
reactions to any issue of concern
are guided by a sense of
responsibility.”
Sen. Moynihan and Israeli
Deputy Prime Minister Yadin,
addressing separate sessions,
spoke out strongly itfjunst
criticism of Israel’s conduct in the
negotiations for a peace treaty with
Egypt. Moynihan said it is no
wonder that Israel examines the
proposals “line by line, comma by
comma— when they sign the treaty
they expect to abide by it.” The
Senator said that “since Israel is
being asked to surrender tangible
strategic equity in the form of
territory for a contractual
commitment, it is not surprising
that she is approaching a treaty
with great care." He called for
“unwavering U.S. support for
Israel as a democratic stronghold

Project
gets off
JERUSALEM (JTA)—The
government and the Jewish
Agency have agreed that a joint
govemment-Agency committee
should be formed to work out the
means for implementing Project
Renewal, the long-range plan for
rehabilitating 160 slum areas
around the country.
The Cabinet formally approved
this agreement Sunday.
Officials now hope that the
organizatiopaLdifficulties holding
up Project Renewal will be ironed
out and that projects can now start
on the first slum areas slated for
improvement. The difficulties had
arisen over a demand by
Absorption Minister David Levy,
who was recently given the added
against increasing totalitarian
ism."
Yadin said that international
negotiations must always proceed
with caution if they are to produce
viable results. He pointed out that
it took England nine years to
negotiate entering into the
European Common Market.
Ambassador Evron reviewed the
status of the negotiations to date
and said American officials have
expressed greater understanding
of the Israeli position in the last
two weeks. He also told the Jewish
leaders, however, “we have to face
the future bold and united."

portfolio of the Housing and
Construction Ministry, that the
Housing Ministry handle the
entire Project Renewal and that
the Jewish Agency and the fund
raising organizations abroad
confine themselves to gathering
half of the money needed for
Project Renewal.
But the UJA and the Jewish
• Agency had insisted that the
Agency participate in the
implementation of the program,
including the use of foreign Jewish
experts. Yadin, in outlining the
project to diaspora Jews, had
stressed that he wanted their
knowledge and participation, not
just money.
