Equally disturbing is the fact that in the period 1974-1978 non- Jewish whites tended to relax their negative stereotypes of Jews, while blacks were becoming increasingly negative towards Jews. Looking at the responses, one sees that in a four-year period, one which contained a recession and renewed inner city turmoil, almost half of America’s blacks had a “miserly" image of Jews. By 1978 that group had swelled to a majority, 56 percent. During that same period, the popular conception of the slumlord as being Jewish increased from 34 percent to 41 percent. The years 1974 to 1978 were difficult ones for American Jews vis-a-vis Israel. The post-embargo politics in America, the Pl.O aggression, rising oil prices and related issues made Israel seem more vulnerable and in need of greater support than ever from American Jews. The community spoke out. During that time, blacks viewed this support to be in the classic anti-Semitic sense of dual or hidden loyalties. Close to 40 percent by 1978 felt Israel claimed greater loyalty from American Jews than did America. In addition, that “stand up and fight" attitude might also be part of why blacks view Jews as “irritating.” Certainly, the ideological battle over Bakke played a part in that view as well. Worse than all of this is the statistical distance between the people and their leaders. In every case, black leaders were far more negative than others toward Jews. Half the leadership group and 13 percent more than non-leaders questioned Jewish loyalty when America and Israel were the choices. Sixty-five percent, a whopping 37 percent differential, viewed Jews as In light of the statistics presented in this article, the anti-Jewish reaction by some black leaders to Ambassador Andrew Young's resignation is not surprising. Young’s resignation is clearly not a Jewish, or a black-Jewish issue. Those leaders who blame the Jews are fanning the fires of bigotry and should know better. WAG “irritating” because they were too aggressive, while 67 percent, a 26 percent margin of difference, felt “most of the slumlords are Jewish." T his is serious business and Jews need to take heed of it. Blacks represent 18 percent of the population. Currently, they are the largest disadvantaged'minority in the country. While by the year 2000 they will lose that place to the Hispanics. they nonetheless do now and probably for sometime will heavily influence the bureaucracy which handles federal discrimination rules and regulations. In major city after major city, the reign of political power is passing to black leaders, who, like Maynard Jackson of Atlanta, are heavily committed to ensuring a meaningful place for blacks, often on a quota basis, in all areas of city administration. This portends potential trouble for Jews and blacks that could further damage the already fragile civil rights coalition of the 1960s. The principal reason is that American Jews are going through an era of insularity: Continuing troubles, externally and internally, are increasing that insularity. The American Jew seems to be flirting with the bout of “circle the wagons" fever. That tends to enhance the negative stereotype Part of the Jewish problem has been economic. Contrary to the view of some people, Jews are not immune to recessions any Jewish Ecderation campaign director knows that. However, the recession of 1973-1974 coupled with New York City’s near bankruptcy caused shock in Jewish life. Suddenly thousands of Jews were without jobs.
