Weddings & m Engagements Elkan-K. nauer Mr. and Mrs. Morris Elkan of Atlanta announce the engagement of their daughter, Stephanie Arleen, to Dr. Jeffrey Keith Knauer, son of Mr. and Mrs. Gerald Knauer of Miami Beach. Miss Elkan is the granddaughter of the late Mr. and Mrs. Maier Stawski and the late Mr. and Mrs. Abraham Elkan. Dr. Knauer is the grandson of Max Knauer of New York and the late Mr. and Mrs. David Seleven. The bride-elect graduated cum laude from Peabody College with a bachelor of science degree and received her master of education in learning disabilities from the University of Missouri-Columbia. She was formerly employed by the Cobb County Board of Education. The future bridegroom received his undergraduate degree from Tulane University where he was a member of Zeta Beta Tau fraternity. He graduated from the Emory University School of Dentistry. He is currently in practice in North Miami. A November wedding planned. Libowsky-Andrews Mr. Robert Libowsky of Atlanta, announces the engage ment of his daughter, Barbara Ceil, to Jay Kenneth Andrews, son of Mr. and Mrs. Sanford H. Andrews of Tucker. The bride-elect is a student of Georgia State University, majoring in accounting. She is employed by the Citizens and Southern National Bank of Georgia. She is the granddaughter of Mrs. Sarah Libowsky. The future bridegroom is a management and finance major at Georgia State University. He is also employed by the Citizens and Southern National Bank of Georgia. He is the grandson of Mrs. Cecelia Harris of Atlanta. An August wedding is planned in Atlanta. \Vhen the lights went out JERUSALEM (JTA)—Israel suffered a total power failure Tuesday when an apparent short circuit of the Reading power plant in Tel Aviv blamed,*ftUS the entire country. The failure occurred at 2:45 p.m., local time. By midnight electricity was partially restored in Tel Aviv but Jerusalem and the northern parts of the country remained without lights. Full restoration was expected by the early morning hours. (This story had to be telephoned to the Jewish Telegraphic Agency’s editorial office in New York City since overseas wire transmission serviced were also affected.) Officials of the Israel Electric Co. ruled out sabotage and attributed the failure to an “irresponsible error.” They did not elaborate.
