Federation plans to aid
more immigrants in ’80
The board of the Atlanta Jewish
Federation at its October meeting
committed itself to once again
joining with the American Jewish
community in accepting the Jews
allowed to leave the Soviet Union
who are seeking freedom and a
new life in America. The board
approved the acceptance of 200
Soviet immigrants for fiscal year
1980.
The Family and Children’s
Bureau handles the resettlement
process with funds provided by the
Atlanta Jewish Federation. Many
Jewish agencies provide extensive
services to the Russian
immigrants, some of which are the
Atlanta Jewish Community
Center, Hebrew Academy, Jewish
Vocational Service and the Epstein
School.
The Atlanta Section, National
Council of Jewish Women,
provides extensive volunteer
assistance with the socializing of
the families from transportation to
furnishing of the apartments.
Within the past year, the United
States government has provided a
block grant of matching funds for
resettlement of Russian Jews. The
Block Grant Program, developed
in October of 1978, provides a per
capita allowance for each Russian
newcomer. The local community
must then provide a per capita
match for the federal grant.
In another action taken by the
Federation board, it was agreed
that the Atlanta community
through the Family and Children's
Bureau would assist in the
resettlement of up to 40
Indochinese refugees during 1980.
The plight of the Indochinese
“Boat People” has aroused the
concerns of the Jews throughout
the world.
Recalling the fact that the
United States is a nation of
immigrants, and the Jewish
community's special recollections
of the Nazi era, when tens of
thousands of Jewish refugees were
shunted from country to country
unable to find a place to land, the
Hebrew Immigrant Aid Society,
HIAS, has doubled its current
commitment of resettling 3,000
Indochinese this year and is
prepared to receive and help in the
resettlement of 6,000 Indochinese.
In requesting help from Jewish
communities throughout the
United States, Gaynor I.
Jacobson, executive vice president
of HIAS stated:
“It is now 40 years after the ill-
fated voyage of the St. Louis that
began in Hamburg, Germany, on
May 13, 1939. Less than three
years later, on Feb. 24, 1942, the
Rumanian vessel. Struma, with a
load of 769 refugees, was towed
out to sea by the Turks and went
down with all on board, including
several hundred children. The St.

ships compared with the old
fishing boats and rusty freighters
that today’s refugees from
Indochina are using. Countless
thousands of the refugees have
been drowned. The world cannot
stand by to witness another
Holocaust.”
As the worldwide Jewish
migration agency, HIAS has the
full backing of the American
Jewish community in this
humanitarian project, Jacobson
added.
HIAS is a beneficiary agency of
the Atlanta Jewish Federation’s
annual campaign.
Locally, the Atlanta Jewish
Federation in conjunction with the
Family and Children's Bureau will
supervise the settlement of these
Indochinese refugees. The
resettlement program is
completely funded by the Federal
government.
