Treaty terms entitle U.S.
to troops in Sinai: Dayan

A possible new dimension in the
Middle East was suggested by
Moshe Dayan Tuesday night in
Atlanta when be said the United
States is “entitled” to have
American military forces in the
Situu under the terms of the peace
treaty signed by Israel. Egypt and
the United States.
According to the treaty, Dayan
said, the United States has a
commitment to provide troops to
patrol the buffer zone between
Egypt and Israel since the Soviet
Union vetoed the use of United
Nations troops there. Dayan said
that “entitles the United States to
station troops there, a situation he
said would be beneficial to the
United States in view of what is
happening in Iran.
Dayan expressed the view that
Saudi Arabia, the Sudan,
Morocco, the Palestinian Arabs
living in the West Bank and Gaza,
and perhaps Jordan would join
“the camp” of the United States.
Israel and Egypt if there were a
strong American presence in the
area. He suggested that Arab
nations are growing increasingly
disenchanted with the Soviet
Union and would look to the
United States as a force of peace
and economic growth.
Earlier, at a luncheon hosted by
leaders of the 1980 Atlanta Jewish
Federation Campaign, Dayan said
he thinks there are good chances to
reach agreement with Palestinian
Arabs who live in the West Bank
and Gaza “as to how we will live in
peace with one another."
Dayan added, “I am not sure it
will be a formal agreement signed
like the peace treaty with Egypt”
but will evolve, he suggested, like
the “Open Bridges" policy between
Israel and Jordan. "Had we been
asking King Hussein to sign an
official agreement about open
bridges there. Dr. Kissinger would
still be shuttling."
The former foreign minister
expressed optimism about the next
five years, the transition period
called for in the peace treaty.
The key seems to be the five year
period. “Five years in the Middle
East is a longtime,” Dayan mused.
“None of us five years ago knew
about Sadat's visit to Jerusalem or
the Ayatollah Khomeini."
Asked about the possible
deportation of the Mayor of
Nablus, Dayan told the audience
that the terrorists who are "almost
daily in Israel planting explosives
in markets and busses" are
supported by the people in the
West Bank and Gaza—not from
bases across the border in
Lebanon. “Our security people will
have to bring the case to the
Supreme Court. If there is a case
against him, according to rules
which apply to my son or brother
or anyone else with no distinction,
whether Arab or Jew ...he must be
punished by the decision of the
Supreme Court. If not, he will be
found innocent and nothing will be
done."
