Queen uses Georgetown
speech to attack Israel

WASHINGTON—The attack
on Israel by Jordan's American-
born Queen Noor in an address at
Georgetown University, calculated
to arouse support for the Reagan
administration's proposal to sell
sophisticated weapons to her
country’s government, was sternly
rebuked as “inflammatory” and
“ludicrous” by Republican
members of Congress which must
approve such sales.
“Democracy, Israeli-style,
places bombs in cars of elected
Arab mayors,” the queen said.
"Palestinians either live under the
nightmare of occupation and the
denial of their human rights, or are
physically attacked by the Israeli
war machine—supplied over the
years with the latest technology
which U.S. genius produces.”
The queen, daughter of Najeeb
Halaby, former chief executive of
Pan American World Airways,
spoke under the sponsorship of the
university’s Center for Contemporary
Arab Studies that have held pro-
Arab meetings in the past. The
audience of some 500 included
Georgetown’s president, the Rev.
Timothy S. Healy, who two weeks
ago refused permission for a PLO
rally at the university, and the
queen’s father.
A Georgetown official said the
tenor of her speech was
unexpected. The kingdom of
Jordan information bureau in
Washington told The Southern
Israelite she is not scheduled to
make other speeches during her
American visit. She is to open
"Heritage of Islam," a cultural
exhibit in Houston.
Persons present at the meeting
said she made “an extremely
political speech” although she said
“I am not a political person,” and
had acknowledged participation in
preparing the speech from her
husband, King Hussein. “We did it
together," she said. “1 told him—I
suggested—that it would be a
forum for substance. In the end, he
drafted what 1 consider a very
substantial message."
The Georgetown official,
speaking with The Southern
Israelite, said, “She was more or
less a vehicle for what he was
saying. There were people who
didn’t like it and disagreed with
what she said. But there was no
forum—no question and answer
period. So there was no way to
respond."
Rep. Millicent Fenwick (R-
N.J.), a senior member of
the House Foreign Affairs
Committee and among the most
respected representatives, said
about the queen's remarks: “I have
never heard such talk. There may
be some reasonable ground for
disagreement on the sale of
sophisticated weapons to Jordan.
This kind of talk does not advance
any reasonable discussion.”
Sen. John Heinz (R-Pa.) said,
“The queen’s remarks were
unfortunate and inflammatory.
Her words did little to further the
cause of peace in the Middle East.”
Sen. Alfonse D’Amato (R-N.Y.)
said: “It is tragically ironic that
Queen Noor makes her remarks as
a representative of the nation
whose Arab Legion ignored
international law in 1948 by
storming the borders of a newly
born Israel, shelled innocent
civilians in a starved and
surrounded Jerusalem, regularly
terrorized the subsequently
divided city and while interning the
Palestinians, built the West Bank
into an armed camp whose sole
purpose was the destruction of the
sovereign State of Israel.”
D’Amato, who emphasized he is
“unequivically” opposed to the
arms sale to Jordan, added that
“having refused to support the late
President Sadat’s efforts to live at
peace with neighboring Israel, the
Jordanian government, through
Queen Noor, is now seeking to
revise history by this ludicrous and
absurd attack. Let there be no
mistake. Jordan has presented
many obstacles to peace in the
Middle East. Given their present
posturing, under no circumstances
should the U.S. allow sophisticated
weaponry to fall into the hands of
the Amman regime.”
Georgetown School of Foreign
Service dean Peter Krogh, said the
speech was “pretty tough."
Apparently referring to the
expected Reagan administration
deal with Jordan, Krogh said,
“There is a sense of urgency about
this matter” and “at this moment,
it’s important for Jordan to be
getting its message across as it
seeks approval to buy arms."
Resolutions already have been
proposed in both houses of
Congress against the sale of F-16
warplanes and mobile missile
launchers to Jordan. A delegation
from the Pentagon is to be in
Amman near the end of April to
discuss transfer of American
weapons to Jordan. Their visit is
timed to follow Israel's scheduled
withdrawal from the Sinai, April 25.
