British Mideast policy shift
seen as Carrington quits

WASHINGTON — Lord
Carrington’s resignation as
Britain’s foreign secretary as a
result of Argentina’s actions in the
Falkland Islands was regarded
here as meaning Britain's role in
the Arab-lsraeli situation will be
lessened, at least for the immediate
future.
“The reshuffle in the British
cabinet has significance for the
Middle East," one analyst
explained. “Whoever takes over
the foreign affairs portfolio will
have a lower priority on Arab-
lsraeli matters than in the
Carrington period. Lord
Carrington was seemingly so
preoccupied with those matters
that he didn’t see what was
happening to the Falklands.”
Carrington was a promoter of the
European Economic Community’s
Declaration of Venice that
advocated self-determination for
Palestinians, which is considered

to mean a Palestinian state, and
encouraged the Palestine
Liberation Organization by calling
for its “association" with the Arab-
Israeli peace process. “His
departure from office will not
make many Israelis unhappy,” a
pro-Israel analyst remarked.
Before Lord Carrington
resigned, an Associated Press
dispatch reported that Israeli
Prime Minister Menachem Begin
said that Lord Carrington “sends
his navy 8,000 miles” from Britain
“to deal with the Falklands and he
wants us to hand over to foreign
rule a part of our homeland that is
less than a mile from our capital.”
Begin added that Lord Carrington,
during his visit to Israel late in
March, suggested to him that
perhaps “some sort of a little
Palestinian state could be set up in
Judaea, Samaria and Gaza.” Begin
said he replied he considered the
West Bank a part of Israel and that
a Palestinian state “will not arise,
never. We won’t let it come about.”
Discussing Lord Carrington's
visit, the Daily Telegraph in
London noted that this was his
first time in Israel since becoming
foreign secretary “and it will do
nothing but good for him to hear
the Israeli case first hand ” The
conservative newspaper said that
“Israel feels its security requires a
front line on the River Jordan and
on the Golan Heights; both the
PLO and the neighboring Arab
states—apart from Egypt—remain
formally in a state of war with
Israel, which cannot afford to
gamble with its own safety In view
of this overall situation,” the Daily
Telegraph added, “it is too early to
talk about recognition of the PLO
or the setting up of a Palestinian
state.”
While Lord Carrington disputed
the Israeli views toward the PLO
and “self-determination” for the
Palestinians, he is not considered
to be personally antagonistic
toward Israel, an Israeli source
noted, pointing out that both to
Israeli officials and to the media in
Israel, Cariiugton expressed hope
that his visit had enabled Britain and
Israel to put behind them any past
misunderstandings. He said the
differences between the two
countries should not be
exaggerated nor affect their
“excellent” relationship in other
spheres.

Abe Fortas dies at 71

WASHINGTON—Abe Fortas.
the last of five Jews appointed to
the Supreme Court and the closest
any of them came to being a chief
justice, collapsed of an apparent
heart attack at his home in
Washington Monday night, April
5. and was pronounced dead upon
his arrival at Georgetown
University Hospital. He was 7I.
Fortas' wife Caroline Agger
Fortas, who practices law in her
own name, was with him when he
was unexpectedly stricken ill
Besides her, his survivors include a
sister, Mrs. Esther Bloom of
Memphis, where he was born in
I9I0. There are no children.
Fortas, the only Supreme Court
justice to resign under fire, left the
tribunal in 1969 following
disclosure he had agreed to accept
an annual fee of $20,000 from a
foundation whose head was Lewis
Wolfson, a financier then in
prison.
T he disclosure of Fortas' link to
Wolfson came when President
Lyndon B. Johnson was preparing
to appoint him as the court’s head
after Chief Justice Earl Warren
had told the president of his desire
to retire.
Fortas denied any wrongdoing
but he resigned under threat of
impeachment. He said the
foundation had “tendered" the fee
“in the hope that I would find time
and could undertake, consistent
with my court obligations, studies
and writing connected with the
work of the foundation , in the
