One year later: PLO’s goal
for Israel remains the same

WASHINGTON—A year after
its forced departure from Beirut
under siege of Israeli troops, the
Palestine Liberation Organization
is divided in leadership but its
goal—destruction of Israel—
remains unchanged. And Lebanon
continues to be the major place of
refuge for it under the protection
of Soviet-supported Syrian forces
whose aim is to control its destiny.
In the same year, lsraeli-
American relations sunk perhaps
to their lowest point in 30 years
following disclosure of the now
moribund Reagan plan to solve the
West Bank/Gaza problem and
conflict over mean 1 ,ri restore
Lebanon's sovereignty while
establishing normal Lebanese
relations with Israel. Then U.S.-
Israel relations zoomed upward in
the spring when Israel and
Lebanon agreed on a plan for
simultaneous withdrawal of all
external forces of Lebanon and in
June, the new Israeli ambassador
in Washington, Meir Rosenne,
predicted a long honeymoon
ahead. But as the PLO departure
anniversary was reached, harsh
words were again being exchanged
between the two allies; U.S.
appeasement of Arab politicians
again was being seen with the
appointment of a “classic
Arabist” -Richard Murphy—as
assistant secretary of state for
Middle East affairs, and opposing
views about Jerusalem again
arose.
PLO chief Yasir Arafat, his grip
on the terrorist organization
having slipped, declared on June 9:
“The Palestinian revolution will
not abandon its weapons until the
flag of the Arab and Moslem
people is raised over Arab
Jerusalem.” And his Syrian-
supported rival. PLO rebel leader
Abu Musa, said on July 4, in
response to a question on whether
he believes Palestine should be a
non-sectarian state, “that is a
demand we put forward from the
outset- a non-sectarian state for
all creeds"
Syrian President Hafez al-Assad
booted PLO chief Arafat out of his
country and forbade U.S. Special
Ambassador Philip Habib from
entering it as Habib tried to induce
Syria to withdraw from Lebanon.
The consequences included a
statement portending a new Syrian
ambition to possess Lebanon, with
the Syrian minister of information
saying, “Lebanon and Syria are
one people in one country who
were coerced into partition by the
British and the French."
Meanwhile, Egypt’s President
Hosni Mubarak called for Israel to
withdraw first and fully from all of

through the Temple Israel synagogue recently. No one
was in it when the explosion occurred, just hours before President
Marais Viljoen was scheduled to attend ceremonies to mark the
50th anniversary of Reform Judaism in South Africa.
Viljoen was to have attended (he ceremonies along with the
Israeli ambassador, the mayor of Johannesburg and the
administrator of Transvaal Province. The service was held at
another synagogue.

Upset over an Israeli official
being in Beirut, Lebanon's
Moslem Prime Minister Chafik al-
Wazzan, a harsh critic of Israel,
boycotted a Cabinet meeting and
refused to do other business and
threatened to resign. To soothe
him. Lebanese President Amin
Gemavel. a Maromte Christian,
criticized his own Phalangist pans
membersJor welcoming Arens and
urged his Cabinet to “condemn the
Arens visit and the greetings which
contradict the state’s authority."
The State Department said il has
“long admired his (Wazzan's)
dedication and courageous
performance of his duties under
try ing circumstances.” Then came
McFarlane's reported “outburst"
to Dasid kimche in which
McFarlane reportedly used “blunt
language" in protesting Arens'
visit. Media reports said Kimche
rejected a charge that Arens had
jeopardized his mission, where
upon McFarlane left the room and
slammed the door behind him The
Israeli newspaper. Maanv. said
McFarlane later personally
apologized to Kimche and both
regarded the incident as closed.
