‘Package deal’ paves way
for solution to Taba dispute

JERUSALEM—Sometime in the
next two to four weeks Prime
Minister Shimon Peres and Egyptian
President Hosni Mubarak plan to
hold their long-awaited summit
now that both countries have 1 malized
agreement on a “package deal
that paves the way for a solution to
the Taba controversy.
The breakthrough came Monday
morning following an all-night session
of the 12-member Israeli inner cabinet
which decided to accept the 14-
point document, worked out by
Israeli and Egyptian negotiating
teams over the past few months.
That document, most importantly,
establishes the procedure by which
Israel and Egypt are to work toward
solution of the border dispute over
the kilometer-square slice of sand

countries claim the site as their
own.
Israel finally gave way and accepted
arbitration as the ultimate way of
resolving Taba if an eight-month
period of conciliation fails. Likud
Foreign Minister Yitzhak Shamir
had steadfastly opposed arbitration
for the past year but finally came
around this week.
The package deal also calls for
the return of Egypt’s ambassador
to Tel Aviv, called home and not
returned since October 1982 as a
result of Israel’s alleged role in the
Sabra and Shatilla massacre. It
also calls for improvement in trade
and tourism.
Following the inner cabinet’s
decision, Peres told newsmen, “This
will enhance the relations between
Israel and Egypt, who are at peace.
It will make peace stronger, more
promising and more stable.”
Next week Israel will send the
same delegation led by the director-
general of the prime minister’s office

It will begin plans for the Peres-
Mubarak summit as well.
The two men spoke on the phone
Monday with Mubarak telling Peres,
“I hope to see you soon.”
Peres has pinned a large part of
his foreign policy strategy since
coming to office in September 1984
on the improvement of relations
between Israel and Egypt. His claim
has always been that progress with
Cairo would spur Jordan’s King
Hussein to proceed with negotiations.
Peres can now claim an important
triumph.
For Shamir, however, the agree
ment reflected both success and
failure. The Likud leader could
breath some relief at preventing

and Industry Minister Ariel Sharon
from torpedoing the agreement as
they had wanted.
But, Shamir could not feel satisfied
since he had had to back down on
arbitration, suggesting his own failure
of leadership. From his viewpoint,
however, goingalong with Peres at
this stage seemed the best course.
To have opposed the prime minis
ter, who wasadamant about driving
the agreement through the inner
cabinet (split evenly between Tabor
and the Likud), would have almost
certainly made it easy for Peres to
bring down the government.
That would have canceled the
Peres-Shamir agreement to switch
jobs next October; in short, Shamir,
by staying quiet, was protecting his
right to become prime minister in
just nine months.
