JERUSALEM—Israel scored a
major diplomatic triumph this week
as Spain agreed to establish diplo
matic relations with the Jewish
state despite unwavering Arab
pressure against such a step. Prime
Minister Shimon Peres and Spanish
Premier Felipe Gonzalez sealed
the establishment of the new links
at a meeting Sunday in 1 he Hague.

The two countries went ahead
even though they have sharp disagree
ment on a number of issues. In its
declaration marking the new ties.
Spain called for negotiations between
Israel and the PLO. something
Israel strongly rejects. An official
Spanish statement also called for
the dismantling of Israeli settlements
in the territories Israel captured in
1967 and denounced “Israeli occupa
tion and annexation of Arab land.”
Moreover Israel is an important
competitor to the Spanish vis a vis
the European Common Market.
Gonzalez dismissed this Sunday by-
saying, "1 realize Spain and Israel
are to some extent competitors,
but given a market of 320 million
(Common Market)consumers, there
should be no real problem."
Peres was acutely conscious of
Israeli-Spanish differences. “I am
aware,” he said on Sunday in The
Hague, “there are differences on
some issues between Spain and
Israel. The differences have not
disappeared. But now we can discuss
them and I welcome that oppor
tunity.”
The sealing of Israeli-Spanish

diplomatic relations was the highlight
of the early part of Peres’ 10-day
tour of Western Europe, which
began on Sunday. So early was his
departure that morning from Ben-
Gurion Airport near Tel Aviv that
he informed the rest of the 25-
member Cabinet that it did not
have to show' up to see him off.
Peres was scheduled to visit,
apart from the Netherlands, where
he remained until Tuesday, England
(for five days), and West Germany,
for the final few days. He is to
return to Israel Jan. 29.
The early part of the Peres tour
turned surprisingly into something
of a mini-shuttle for American
envoy Richard Murphy who saw
Jordan’s King Hussein in London
over the weekend and then flew to
The Hague for talks with Peres late
Sunday evening for three hours.
Murphy informed the Israeli leader
that he had pressed Hussein to
drop the PI.O from the Middle
East peace process.
The peace initiative to bring Israel
U.S. vetoes U.N. resolution—
UNITED NATIONS (JJ A)—The United States vetoed in the
Security Council a Lebanese-sponsored resolution “deploring”
Israel for “violence” in south Lebanon and demanding that Israel
withdraw its military forces “to the internationally recognized
boundaries of Lebanon.”
Eleven members of the 15-member Council supported the
resolution while three countries, Australia, Britain and Denmark,
abstained. The U.S. was the only country that opposed the
resolution. It traditionally vetoes anti-Israeli resolutions as un
balanced and one-sided.

been held up as King Hussein waits
to find out if the PLO’s Arafat will
soften its hostility to Israel and
thus—at least, this is what Hussein
plans— become a negotiating partner
Even were the PLO to recognize
Israel and to renounce terror, it | s
unlikely that Israel would want to
engage in dialogue with that organi
zation. Nevertheless, Hussein is
still trying to woo Arafat.
Murphy, in his talks with Peres
Sunday evening, sought a clearer
idea from the prime minister onthe
Israeli’s proposal that an international
forum accompany negotiations with
Jordan. Also, Murphy talked to
Peres about the nature of a J ordanian-
Palestinian delegation to those talks.
The proximity of Peres and H ussein
in Europe—and Murphy’s presence-
fueled speculation that the Israeli
and Jordanian leaders might meet
in secret. Peres was asked if such a
meeting was possible in a Dutch
TV interview, and he replied that
the road between Amman and
Jerusalem was shorter than between
different districts in London.
It was possible that Peres and
Murphy would meet again when
the prime minister is in London
later this week, though Peres’ spokes
man Uri Savir tried to dispel any
notions that something new was in
the works. “1 would not say there
was urgency and I would not describe
what is happening now as a shuttle,’
Savir told newsmen. Peres told £
news conference that “we havf
made some headway but there art
still an important number of issue;
to be solved.”
Hussein is disturbed at Washing
ton’s insistence upon making U.S
arms sales to Jordan dependen
upon the king’s taking a mor
flexible stand toward Israel. Peres
