Shiite attacks prompt U.S.
to call for end to violence

WASHINGTON Increasing
attacks by Moslem Shiite gunmen
against Israeli soldiers and their
Lebanese allies in southern Lebanon
and Israeli retaliation have brought
an oft-repeated call from the State
Department for a Lebanese-Israeli
undertaking to halt violence.
After the kidnapping of two
Israeli soldiers and the killing of a
southern Lebanese army trooper
with them in an ambush, Israeli
military units supported by tanks
and helicopters swept into the area
and searched Moslem villages
suspected of harboring the gunmen.
Mideast analysts here said they
believed the Shiite attacks were
designed to impress their followers
with their power and thereby gain
political ascendancy over other
Moslem elements in Lebanon.
Mounting incidents in the area
in the past few months, the Depart
ment said, “pointed U P once again
the need for mutually agreed se
curity arrangements between
Lebanon and Israel to restore se-
security for Israel’s northern
settlements." It did not criticize
Israeli reaction to the attack.
Department spokesman Bernard
Kalb refused to be drawn into
comment on why the U.S. does not
include Syria in a “triangular effort”
for border security since, a reporter
noted, the Lebanese government is
under Syrian control.
“I’m not going to expand it into
a triangular situation,” Kalb replied.
He said he was dealing with “the
geographical strip” that borders
on Lebanon and Israel. 1 he U.S..
Kalb said, continues to support
UNI ML, the U.N. force on the
l.ebanon-lsraeli border since 1948.
“Despite the difficulties it has
encountered in carrying out its
mandate," Kalb said, “we view
UNI FI L as playing a positive role
in southern Lebanon.”
While the U.S. continues its back
ing for UNIFIL, State Department
budget restraints have resulted in a
cut of SI8 million for the multi
national force. Israel opposes
UNIFIL's continuation, pointing
out that it has been ineffective in
blocking attacks from Lebanon
against its northern settlements.
Following Israel's sweep and
search for the ambush perpetrators
Beirut radio said the Lebanese
government of President Amin
Ciemayal has instructed its U \
Ambassador Rashid Fakhourv, to
protest to the U.N. Security Coun
cil. T here was no indication, how
ever, that the Lebanese government
had taken any action to suppress
attacks on Israelis or to apprehend
the murderers of Lebanese Jews.
The latest victim is Ibriham
Benesti, whose body was found
Feb. 17 in a Beirut street. I he
Christian radio station, Voice of
Lebanon, quoted the coroner as
saying Benesti had been tortured
and shot twice before being
strangled. Next to his body was a
statement issued by the “Organi
zation of the Oppressed on Earth”
saying that Benesti was “a promi
nent agent of the Mossad,” Israel’s
intelligence agency. In relation to
the Benesti case, Kalb read a state
ment saying the U.S. deplores “these
brutal kidnappings that have
affected all the Lebanese com
munities” and called “again on all
factions in Lebanon to recognize”
that continued brutality serves no
purpose.
German mayor’s
anti-Semitic slur
forces resignation

BONN (JTA)—The mayor of a
West German town who suggested
that “a few rich Jews should be
slain” in order to balance the
budget, has resigned under a
barrage of criticism.
Wilderich Von Mierback of
Korschenbroich, a town of 27,000
in North Rhine-Westphalia, said
he was quitting to avoid further
damage to West Germany's image
abroad and to the process of
German-Jewish reconciliation.
Von Mierbach made the anti-
Semitic remark at a meeting of the
town council’s budget committee
last December.
The local newspaper, owned by
a member of the Christian
Democratic Union (CDU), the
mayor’s party, suppressed it but it
came to general media attention
last month and triggered outrage.
Von Mierback offered an
apology. But the Jewish com
munity in nearby Dusseldorf tiled
a law suit and calls for his
resignation came from non-Jewish
as well as Jewish quarters.
Last Friday the mayor said he'd
had enough and could no longer
take the media pressure. Word
from headquarters of the CDU in
Bonn that he could no longer rely
on its support apparent!y
prompted his decision to leave
office.
