Israeli ties to Third Wor

Speaking to a black audience at
Spelman College. Feb. 20, Israeli
Consul General lssachar Katzir
described Isarel’s efforts to aid
emerging African nations. Consul
General Katzir stressed Juda
ism's centuries-old system ol
ethics which includes “love
peace...be just...love your neigh
bor" and its tradition of color
blindness.
Starting with the historical
similarity that Jews were slaves in
Egypt. Katzir traced Judaism's ties
to blacks, "In our tradition,
Moses, the great law giver, married
a black woman and our King
Solomon, who built the First
Temple in Jerusalem 3.000 years
ago, engaged with the Ethiopian
Queen of Sheba,” he said.
Israel’s experience in overcom
ing its lack of natural resources
and its challenge of absorbing two
million refugees, including black
Jews from Ethiopia, increase its
empathy with nations suffering
from drought and hunger, the
consul explained. “You have to
share what you know and what
you have.”
“No one wants to see kids
anywhere suffer,” Katzir added as
he deviated from his prepared text
to talk about using land and water
properly. He described how Golda
Meir, then minister of Foreign
Affairs, visited Africa in 1958 and
was so deeply moved by the
difficulties facing the young
African states that she set up the
Division of International Cooper
ation. In the early '70s, Israeli
experts “were conducting courses

and training programs in agri
culture and regional development
in more than 24 African coun
tries.”
The Yom Kippur War in 1973
resulted in Arab pressure on many
African countries to sever ties with
Israel. Most African nations now
have no diplomatic relations with
Israel, yet Israel has continued its
technical cooperation and many
African trainees participate in
programs at the Tel Aviv Afro-
Asian Institute. Within a U.S.-
Israel Cooperative Development
Program Project, scientists from
Israel and Africa engage in joint
research projects to find solutions
to problems in agriculture, health,
and environmental pollution.
Katzir pointed out that in the
Middle East, a region so poor in

production. “Yet during that same
period of time, Israel’s own food
production increased 12-fold.”
The problems were the same as
those facing Africa, he said: “How
to reclaim the land; how to
increase the yields of crops; how to
use seed, fertilizer, and water
resources; how to irrigate; how to
prevent soil erosion; how to
replenish the earth.”
Though besieged by hostile
neighbors, suffering from wars,
and burdened by the absorption of
six times its initial population, the
young state of Israel shared its
skills and experience. In the words
of Golda Meir, “We did what we
did in Africa...because it was a
contribution of our deepest
historic instincts —the drive to
ward social justice, reconstruction
and rehabilitation, that is at the
very heart of Zionism and
Judaism.”
Katzir included a quote from
Martin Luther King Jr. describing
Israel as “an oasis of brotherhood
and democracy.” He then moved
on to the topic of South Africa and
Israel’s official denunciations of
apartheid by its prime ministers
and ambassadors to the United
Nations.
He gave figures in both dollars
and percentages of many of South
Africa’s trading partners, inclu
ding the United States, Japan, the
United Kingdom, etc. Israel’s trade
amounts to less than I percent of
South Africa’s total trade. Consul
General Katzir emphasized.
“Israel is unfairly singled out
among the nations who trade with
South Africa, and that is a result of
anti-Israel propaganda.”
He ended with a plea that the
college be a bridge to promote
peace and understanding between
people that blacks, as a minoritx
in this country, and Jews, who
were a minority everywhere lor
2,000 years before the advent ol the
modern state of Israel, “cooperate
to ensure the blessings of peace and
prosperity.”
In a question and answer period
which followed, students ex
pressed concern over the sale ol
Israeli arms to South Africa. I hey
voiced fears over the international
power struggle going on in which
their South African brothers could
be the victims. They questioned
what was being done about the
Palestinian problem.
Katzir cautioned again about
believing Arab propaganda. He
expressed his belief that it is a big
mistake for the Third World to
deal with communists. As to arms
sales, he said that unfortunately
many third parties are responsible
for that situation.
Katzir concluded on the hopeful
note that Israel and moderate
Palestinian leaders will find a wa\
for a peaceful arrangement.
