Long-hidden reports reveal Israeli-lranian missile pact by Joseph Polakoff I Sl\ Washington correspondent WASHINGTON-An account in the New York Times of an Israeli-lranian agreement nine years ago for improvement of mis siles in I ran’s arsenal that was to be kept secret from the United States jarred Israeli Prime Minister Shimon Peres' Washington visit. The report, appearing on the morning of his visit, said "the Israeli-lranian project, code name 'Flower,' was one of six oil for arms contracts signed in April 1977 inTeheran by Shah Mohammed Riza Pahlevi and Shimon Peres, then the Israeli defense minister.’’ It said "Israel was still perfecting the missile when Ayatollah Kho meini came to power in February 1979 and halted cooperation with Israel.” When Peres faced the media in the State Department’s diplomatic lobby with Secretary of State George Shultz at his side, he was asked by The Southern Israelite if he would respond to the report which had also been published ear lier in the London Observer. “What is this a history book?” Peres questioned. When another reporter interjected that it was about the missile arrangement, the prime minister said, Isn t that too short a summary? I don’t think I should make any comments. Earlier, a State Department spokesman, Charles Redman, when asked about the report by The Southern Israelite, read a state ment prepared in advance by the department. The text of his re sponse follows: “I have no specific comment on those reports. How ever, the United States has never approved the sale or transfer of components or technology to Is rael or Iran of the type of missile that appeared to be the subject of the press accounts. “U.S. policy on the issue of the spread of weapons which could result in the proliferation of nu clear weapons in the region was and is clear. We have always op posed any actions which could raise the nuclear threat in the re gion. All parties in the region are aware of our views,” Redman said. “Before the fall of the shah in l979,”theNew York Times account began, “Israel was involved in a multi-billion dollar project to modify advanced, surface-to-sur face missiles for sale to Iran, ac cording to documents said to have been left in Teheran by Israeli diplomats.” The Times added: “The documents revealed that the Israe lis told the Iranians that the mis siles could be fitted with nuclear warheads although this possibility was not pursued. The two sides agreed that if Iran wanted a nu clear ability it would pose a prob lem with the Americans. “The Israelis left shortly before the 1979 revolution,” the Times continued. “The Israeli papers, in English, were published in paper back by the Iranians, who seized the American Embassy in November 1979 and who had published more than 50 volumes of secret docu ments while there. “The two countries, according to transcripts of conversations in the documents, intended to keep the proposed missile improvements secret from the U nited States,” The Times reported. At that time Iran and Israel still had trade missions but not diplomatic relations and Iran was the only Middle Eastern country that recognized Israel’s ex istence. The Times reported that accord ing to interviews with former offi cials of the State Department, the Pentagon, the Central Intelligence Agency and the National Security Council staff, American officials were aware that Israeli and Iranian military leaders had exchanged secret visits, but they did not know the nature of the discussions. Two Iranian officials involved, Gen Hassan Toufanian, the arms procurer for Iran at the time, and Adm. Kamal Habbollahi, the navy commander, said in interviews that the conversations recorded in the documents were genuine, the Times reported. The two Iranians now live in the United States.
