Focus on executive branch goal of ‘new AIPAC’: Dine by Joseph Polakoff TSI’s Washington correspondent WASHINGTON—Military and economic relations between the U nited States and Israel are under going a “revolution” that is chang ing the ties between the two coun tries and the attitudes of federal bureaucrats responsible for that relationship, the chief operations officer of the American-Israel Pub lic Affairs Committee (AIPAC) said this week. Speaking of a “new AIPAC,” the American-Israel Public Affairs Committee’s Executive Director Tom Dine told the 27th annual policy conference here that “We are in the midst of a revolution that is raising U.S.-Israel relations to new heights.” Crediting President Reagan and especially Secretary of State George Shultz, Dine told the 1,200 delegates at the opening of the three-day conference, that the revolution is taking place in stra tegic cooperation in the economic arena and in public diplomacy while the Congress continues to be “the bedrock of Israel-U.S. rela tions.” Dine cautioned that while the relationship is “excellent,” AIPAC “inevitably” faces “a tension” in the partnership since “in some cases we oppose administration policy, particularly if it threatens Israel, even if this opposition strains our relations with the president.” Observing “the revolution is only just begun,” Dine said “the gains are not yet secure.” Referring to the administration’s proposed sale of $354 million in missiles to Saudi Arabia that is now before Congress, Dine explained that while AIPAC had opposed pre vious administration moves for lar ger sales to Saudi Arabia, in the present Saudi case, “we have made an opposite decision,” and “deci ded not to fight” the sale. “The cost of a confrontation with the administration would have been greater than the marginal benefits of stoppingthe arms sale,” Dinesaid. Although, he continued, “our very strong instinct was to Tom Dine fight it, especially because of Saudi Arabia’s abominable record,” Dine said he found “there was a consen sus among defense experts asso ciated with all factions and all schools of thought that this partic ular package had questionable im pact on the security of Israel. “We also found a remarkable consensus amongthe major Jewish organizations in our community, such as the Conference of Presi dents, Council of Jewish Federa tions, the defense agencies, the National Jewish Community Rela tions Advisory Council, the Com munity Relations Council,” Dine said. “They felt that we would not be justified in mounting a major campaign to confront the adminis tration’s policy in this particular case. “We know the Congress con tains our most reliable and essen tial friends,” Dine said, “but it is essential to work closely with the executive branch officials as well.” Noting the decisions that the president and his advisors make on such matters, as whether Israel is excluded or asked to be included in scientific arrangements, such as Strategic Defense Initiative re search, and how the U.S. will “re late to moderate and radical Arab countries and to Israel itself,” Dine said, “we must do in the Executive Branch what we have done in the Congress—make new friends and spread the message of how close relations with our one reliable dem ocratic ally in the Middle East serve the interests of the United States.” Dine applauded the more than 500 students from high schools and colleges who set a record attend ance at the conference. “If you want a glimpse into the 21st cen tury, look around you,” Dine told the AIPAC activist adults repre senting all 50 states. “As we march into the 1990s and beyond these young people will be marching with us to expand and deepen” the partnership between Washington and Jerusalem.
