More than 400 of the films, offered as documentaries and enter tainment, have been produced and distributed by the PLO since 1972. says Baruch Gitlis, director of the Harry Karren Institute for Propaganda Analysis and senior lecturer in the psychology of pro paganda at Bar-llan University in Ramat Gan, Israel. Dr. Gitlis showed and analyzed a number of PUO films and excerpts from others in Atlanta on April 10 as part of a six-city tour sponsored by the Zionist Organization of America. The seminars at Emory University and B’nai Torah Syna gogue—are designed to teach the participants how to counter anti- Israel, anti-Semitic and anti-Zionist propaganda. The PLO films, which run from five to 45 minutes, include some that incorporate Nazi-produced footage. One, for example, makes use of clips from “The Eternal Jew,” an infamous anti-Semitic film made during the Hitler era. Dr. Gitlis recently conducted a four- day international conference on Nazi propaganda films at Bar-llan, and isshowingexcerptsfromsome of them on his current tour. The U.S. seminars includeshow- ings of the 1982 “Memories and Fire,” a catchy five-minute salute to the PLO made expressly for American audiences, and “The Making of a Revolutionary," which runs 1 1 minutes and consists only of music and images, thus eliminat ing the need for multi-language narration or subtitles. “The PLO films are sophisti cated and of good technical qual ity,” Dr. Gitlis said, “and they are extremely effective among audiences that don’t know the historical facts. “Although some films use Nazi film clips, the propaganda line em ployed by the PLO is a product of the Kremlin,” he said, adding: “The Soviet Union conceived, developed, orchestrated and exported the con temporary anti-Israel themes. Thus we see the use of such emotionally- charged words as ‘Holocaust’ and ‘genocide’ applied to Israel’s politi cal and military actions and policies.” He said, “ ‘Apartheid’ is used to describe Israel’s treatment of the black Jews rescued from famine and oppression in Ethiopia. Gaza under Israeli rule has been com pared to the settlements where South African blacks must return each night after working in the mines.” Dr. Gitlis called it “a supreme irony”—epitomized by the U.N.’s Zionism-is-racism resolution—“to accuse Israel and the Jews of the very crimes perpetrated against them. What is even more painful is that this form ol role-reversal has proved so effective.” At the ZOA seminars, Dr. Gitlis also discussed the image of Israel projected by American TV networks. He declared: “Most Americans form their opin ions about nations, people, issues and events from what they see and hear on television, so it is not sur prising that millions ot U.S, citi zens consider Israel a belligerent, racist, cruel and oppressive state. “Thisdistorted and unwarranted view is largely the result of the presentation of Israel, in words and pictures, that viewers derive from watching the major networks.” Dr. Gitlis observes that the view of Israel as a “swaggering tough guy with little concern for the rights and feelings of Arabs living under its thumb” has been espe cially evident since the war in Leba non. He says, however, that the anti-Israel picture projected by the networks began nearly 20 years ago, “when TV stepped up its cov erage of the Middle East and de cided that it would give ‘both sides of the story.’ ” At the Harry Karren Institute for Propaganda Analysis, Dr. Gitlis, his five-man board and professional staff annually review hundreds of hours of TV coverage of Israel as shown in the U.S. and other coun tries. Dr. Gitlis has headed the Institute the only such study cen ter in the world—since its estab lishment in 1981. Before joining the Bar-llan fa culty in 1973, Dr. Gitlis taught at the University of Southern Cali fornia, where he received his doc torate. He also serves as adviser on propaganda analysis to Israels Foreign Ministry, the Jewish Agency and the Israel Defense Forces.
