WASHINGTON—Jordan’s pro
jection of a five-year development
plan in the Israeli-administered
West Bank at a cost of $ 150 million
annually has brought tentative
approval from the State Depart
ment and apprehension from the
Palestine Liberation Organization.
The Christian Science Monitor,
which quoted Jordan’s “minister
for occupied territories,” Marawan
Dudein, said the plan is designed
to improve education, agriculture,
industry and municipal services in
the area which Jordan was forced
to evacuate in the Six Day War, 19
years ago.
Reports indicated that the fund
ing would be negotiated by Jordan
with the International Monetary
Fund.
State Department spokesman
Charles Redman, noting the plan
is still in the drafting stage, said he
does not have “specifics,” but ob
served, “In general we support ef
forts to assist Palestinians in
improving the economic situation
in the occupied territories.”
The U.S. Agency for Interna
tional Development, Redman said,
has a program for Palestinians on

U.S. is providing $14 million. The
Monitor said in its Amman dis
patch that the plan “will almost
certainly bring it into direct com
petition with the PLO in Israeli-
occupied territories.” It quoted an
unnamed PLO official saying, “This
is just a sort of pressure on the
PLO and the West Bank to change
their attitude toward Jordan.”
Last Feb. 19, Jordan’s King
Hussein denounced PLO chief Yasir
Arafat for refusing to accept a U.S.
formula for bringing about talks
with Israel on the West Bank future.
Before their split, Jordan and the
PLO cooperated in funneling mil
lions of dollars every year to their
friends on the West Bank and
Gaza.
Jordan has support on the West
Bank from those who were offi
cials for Jordan prior to 1967, from
those favoring the abandoned Vil
lage Leagues sponsored by Israel
and “other Palestinians who know
they are not getting anywhere
without Jordanian cooperation
toward ending the Israeli adminis
tration,” informed sources told The
Southern Israelite.
Some pro-Israelis here said that
Israel and Jordan have cooperated
in the past on projects affecting the
West Bank. They included remov
al of a small island on the Yarmuk
River last November. Jordan
wanted the removal to permit a
smoother flow of water into its
canals. Israeli and Jordanian trac
tors worked together after Israel
accepted Jordan’s request through
U.S. mediation. Israel and Jordan
also have coordinated their secur
ity arrangements on the traffic over
the bridges on the Jordan River
separating the two countries.
Cairo reports indicate
PLO is In shambles’
WASH INGTON — Dispatches
frorrvCairo describe the Palestine
Liberation Organization in “a
shambles,” and Yasir Arafat’s ele
ments in it “fighting for their phys
ical and political lives—this time
against fellow Arabs.” The reports
came after British Prime Minister
Margaret Thatcher’s visit to Israel
when she suggested that an alter
native to the PLO be found to help
negotiate an Israeli-Arab peace.
The Associated Press reported
that former Gaza city mayor
Rashad al-Shawa has “called openly
for the superpowers to impose an
Arab-Israeli settlement, with or
without the PLO.” Al-Shawa, who
is 77, said the U.S. “must join” with
the Soviet Union and “implement
a solution” after obtaining “min
imum acceptable terms for the Arab
moderates and Israeli moderates.”
Shawa did not identify “moder
ates” or outline what their terms
might be. Both Washington and
Jerusalem oppose Soviet partici
pation since a oacks the PLO.

The Washington Post reported
that “Arab analysts have suggested
that Jordan and Syria may be act
ing in concert to bring Arafat to
heel. Their aim is described as part
of a larger plan to foster reconcila-
tion between Syria and Iraq,” which
would “please the U.S. and Bri
tain,” since Thatcher had endorsed
“Jordanian and Israeli arguments
for ditching the PLO for more
pliant Palestinian leadership in any
future peace negotiations.”
The reports seem to indicate
inspiration from London to Hus
sein, who is trying to convince
France, Britain and the United
States to help him work out a rap
prochement of some sort between
Iraq and Syria although Jordan
backs Iraq and Syria supports Iran
in the five-year-old Iraqi-Iranian
war.
