Waldheim’s election defies
Austrian constitutional law
NEW YORK (JTA) —Kurt
Waldheim’s election as president
of Austria violates that country’s
state treaty—its most important
constitutional document—which
bars former members of Nazi or
ganizations from membership in
the armed forces, the World Jew
ish Congress has reported. Wald
heim became commander-in-chief
of the Austrian armed forces when
he was sworn in as president last
month.
In letters to Secretary of State
George Shultz, Sen. Pete Wilson
(R -Calif.) and Rep. Stephen Solarz
(D -N.Y.) urged the State Depart
ment to intervene with Austria on
the treaty violations.
The Austrian State Treaty of
Kurt Waldheim

AJPA calls for probe
in Blitzer bump case
ST. LOUIS (JTA)—“The gross
mishandling of Wolf Blitzer, who
was twice ‘bumped’ from partici
pation in the coverage of Vice Pres
ident George Bush’s visit to Jor
dan, is an outrage which must not
be repeated and which must be
thoroughly investigated,” said
Robert Cohn, president of the
American Jewish Press Associa
tion and editor-in-chief of the St.
Louis Jewish Light.
Cohn, head of the AJPA, a
voluntary organization of 150
American Jewish newspapers and
journalists, had issued an earlier
statement based on the announce
ment that Blitzer, Washington
bureau chief of the Jerusalem Post,
would be allowed to participate in
the Jordan trip after all.
“Blitzer, whose work is highly
respected and appears in many of
our publications, as well as the
Jerusalem Post, is an outstanding
journalist, who has been published
in the New York Times and fre
quently appears on national televi
sion. He is a U.S. citizen with an
American passport,” Cohn con
tinued.
“The very idea that our respected
colleague would be barred not once
but twice is outrageous and totally
unacceptable not only to the AJPA
but to the interests of a vigorous
free press in America and the Mid
east. Indeed, it is contrary to the
spirit of the administration’s spon
sored peace process itself.”
Cohn added: “It is incumbent on
the vice president as well as the
White House to instruct their staff
not to take it upon themselves to
question the credentials of a re
spected American journalists at
tempting to do his job. Second,
steps must be taken to guarantee
that the full participation of all
credentialed reporters on future
official visits to any foreign capital
must be assured as a pre-condition
to such trips.
“While we applaud the effort of
the vice president to further the
peace process through his current
Mideast trip, we feel that his office
as well as the government of Jor
dan, owe Blitzer and the entire
American overseas press corps an
apology for this mishandled mat
ter as well as firm assurances that it
will not be repeated,” Cohn con
cluded.

Several clauses deal with the dis
solution of Nazi organizations in
Austria. Article 12 specifically
prohibits service in the Austrian
armed forces by persons who had
any time belonged to the SA—
Hitler’s brownshirted stormtroop-
ers. Waldheim has denied having a
Nazi past, but documents released
in recent months show he had been
a member of the SA.
The four nations have compelled
Austria to comply with the provi
sions of the treaty in the past,
according to the World Jewish
Congress. In the 1960s, the Soviet
Union successfully invoked the
neutrality provisions of the 1955
treaty to prevent Austria from
joining the European Economic
Community.
