Schwartz named president
of U.S. immigration lawyers

dent of the American Immigration
Lawyers Association at its annual
conference in San Francisco
Schwartz is a partner in the firm of
Troutman, Sanders, Lockerman &
Ashmore, and has served on the
AILA board of governors for over
10 years.
Schwartz, achieved national
attention in his field as the lead
counsel in the federal court class-
action litigation concerning the de
tained Cuban refugees held in the
Atlanta Federal Penitentiary.
Through his efforts more than 3,000
non-dangerous Marielitos were re
leased, and he has appeared on
many national network radio and
television programs, including
Nightline.
He has been active in the refugee
and political asylum spheres for
many years, and serves as vice
chairman of HIAS, the interna
tional organization concerned w ith
the escape, rescue and resettlement
of refugees from all over the world.
He has testified several times before
Congress on the plight of refugees
and the need for increased legal
immigration. Schwartz has received
numerous awards and honors for
his work in the immigration law
field.
At his inauguration as AILA
president, Schwartz called for a
closer working relationship between
the government and the immigra
tion bar, with particular emphasis
upon uncovering fraud in the im
migration process. He pledged
AILA’s support to that end.

tion lawyers by certain lower-level
government agents “who seek to
blame lawyers for alleged miscon
duct of their clients and for all the
ills of the immigration system.” He
referred to these investigations as
“witch hunts by a bureaucracy run
amok.” Schwartz himself had been
the target of such an investigation
for nearly three years, and only
recently had all of the charges
against him been dismissed by the
Department of Justice. Some had
speculated that the government was
“out to get” him for his representa
tion of the Cubans and his con
gressional testimony, but he denied
that there was any Washington-
based effort to pursue him for his
pro bono work, choosing rather to
believe that lower-level officials
were trying to use his case as a
means to scare the immigration
bar and their clients into not pursu
ing legitimate claims for immigra
tion benefits.
Simultaneously with the dismis
sal of the charges against Schwartz
it was announced that the investi
gations of immigration attorneys
were being halted until the estab
lishment of Washington guidelines.
AILA is the more-than-2.000-
member Washington-based national
bar group interested in immigra
tion and nationality law and its
administration. It is an affiliate of
the American Bar Association,
which has honored AILA for its
participation in free legal programs
to assist indigent aliens and ref
ugees.
Schwartz is president of Jew ish
Family Services of Atlanta and
serves on the national boards of
ADL, American Jewish Congress,
and other civic and professional
organizations. He is on the board
of the Atlanta Jewish Federation
and was lead counsel in the suc
cessful effort to obtain a posthum
ous pardon for Leo M. Frank.
