As previously announced. De fense Minister Yitzhak Rabin will be in the capital Sept. 10, 11 and 12. A principal topic of his talks at the State and Defense departments will be the “N ATOization” of Israel. That expression in U.S.-Israeli rela tions was first used officially by Rep. Benjamin Gilman (R-N.Y.), the second ranking minority mem ber of the House Foreign Affairs Subcommittee for Europe and the Middle East. It refers to providing Israel with the standing of members of the North Atlantic Treaty Or ganization (NATO) that received special economic and military rela tions with the United States. Within three or four days after Rabin leaves Washington, Prime Minister Shimon Peres will arrive for a meeting with President Rea gan and his foremost aides regard ing prospects for Israeli-Arab peace talks. Originally planned for late September, then shifted to Sept. 16, his visit now apparently is booked for Sept. 15. However, the Israeli Embassy would not confirm the date. Shimon Peres His arrival will be preceded, ac cording to reports from Egypt, by the first summit meeting between him and Egyptian President Hosni Mubarak Sept. 10 or 11 in Alexan dria. A Cairo magazine, A1 Mus- sawar, forecast Egypt and Israel will agree before those dates to submit the Taba dispute to binding international arbitration. Egypt has conditioned the summit and return of its ambassador to Israel on reso lution of the Taba issue but it appears that Cairo has lowered its bargaining to arbitration. It also has been indicated that Mubarak and Jordan’s King Hus sein will meet prior to the Mu- barak-Peres meeting. When the State Department was asked about Yitzhak Rabin its role in the summits, a spokes man, Charles Redman, noted “those meetings don’t involve the U.S. directly.” While the U.S. is inter ested in them, he said, “it is not up to me to speculate what might come out.” With his term as prime minister expiring within a month of his Washington visit, reports indicate Peres is striving to position build ing blocks for fruitful results of the “Peace process.” He has said he will continue to press for West Bank/ Gaza talks with Jordan when he becomes foreign minister and leaves the prime ministry to his Likud counterpart in the coalition government, Foreign Minister Yitzhak Shamir. Shamir is not expected to come to Washington during his attend ance at the opening sessions of the United Nations General Assembly in New York in late September. While there he will confer with Secretary of State George Shultz. Of the three other Cabinet mem bers who were to arrive in the U.S. in September, Finance Minister Moshe Nissim will be in Washing ton. He is expected to come with Peres to discuss U.S.-Israeli bilat eral financial matters. Health Min ister Motto Gur and Agriculture Minister Arye Hehemkin have can celed their visits for September. They are nowexpected in the weeks after Rosh Hashana.
