The draft denounces the United States for establishing a “strategic alliance” with Israel. A department spokesman, Charles Redman, noted that U.S. foreign aid to Zimbabwe has been termi nated since July 4, except for obli gations already made. The conference is taking place in gold-colored buildings with purple furnishings that were built for the conference by Yugoslavs at a cost of $100 million, the Washington Post reported.
