Am bassador Btnyamin Netanyahu has called f or the Western democracies to wield their anti-terrorist strike forces anywhere in the world. And he believes that the takeover of Pan Am flight 73 might be linked to the bloody Neve Shalom syn agogue massacre in Istanbul. Netanyahu refused to respond directly to passenger criticism of Pakistani commandos, who report edly did not arrive until 15 minutes after the shooting stopped. He would only say, “Not all countries have the experience in handling these emergencies. The response has to be quick and effective.” The Karachi terrorists who assaulted Pan Am flight 73 “probably selected a location peripheral to the West ern World, for just this reason,” said Netanyahu. Netanyahu’s solution: “The democracies and their allies have the ability to gird the globe and get to any point within hours. Pa 17054' Binyamin Netanyahu cies’ separate forces could coordi nate in advance, they would achieve better communications among them, and faster transport to effect any rescue.” But such coordination can only work, insists Netanyahu, “if we don’t insist that the country where a hijacked plane happens to be parked, is the one which will necessarily perform the rescue. If this becomes automatic policy, there would be no loss of national face or prestige.” American “specialists,” presum ably Delta Force, were dispatched to Karachi and had already been granted Pakistani permission to land. However, before they could land, and with Pakistani comman dos caught off-guard, electrical generators went out on the plane, throwing the terrorists into a frenzy of murder, “but horrific as the cas ualties were,” observes Netanyahu, “it was important that the terror ists were not able to leave the ground so they could kill even more passengers.” Immoblization is indeed the new anti-terrorist strategy. “In this case, the plane could not take off and it could not land,” asserted Netanyahu. In tune with this con cept, Pan Am security procedures now call for the cockpit crew to escape via an emergency hatch, which happened in Karachi even as the terrorists were climbing aboard. This not only immobilized the air craft, but its communications equipment as well. The terrorists were prevented from even nego tiating effectively. If a crew had agreed to re-enter the plane, CIA agents stationed in Karachi were prepared to shoot out the jet’s tires preventing departure, accordingto sources. In any event, Cyprus offi cials had already denied permis sion to land, said Netanyahu. “The more this principle spreads," asserts Netanyahu, “the better for future hijackings.” Meanwhile, Israeli intelligence is scrambling to identify the true intentions of the four terrorists who stormed the the jumbo jet. But because Pakistan and the Jewish state have no relations, Israeli security is awaiting the findings of American intelligence. Israel has two interests. First, now that airlines have tightened jet boarding security, the question of airport perimeter security is in creasingly important. Second, was the goal of the terrorists to fly to Cyprus to free Force 17 comman dos currently in prison for murder ing three Israelis last fall in Lar- naca, as they claimed, or was it to crash the jumbo 747 into Tel Aviv or Haifa. In the ensuing 17 hours, the ter rorists offered to release all pas sengers in exchange for a crew that would fly them to Cyprus. But ter rorism sources stationed in the United States suspect the true ob jective was to fly to Beirut, load stocks of explosives, and take off again, this time crashing the Pan Am 747 into Tel Aviv or Haifa. The willingness to exchange pas sengers for the use of an empty jet, supports the crash scenario, ac cording to these sources.
