Waldheim at top secret Nazi briefing
NEW YORK—A captured
Nazi war document places Kurt
Waldheim at a top secret briefing
given by a senior German general
on the attempted assassination
of Hitler and on security discus
sions with SS chief Heinrich
Himmler.
“The Fuhrer has given orders
that nobody must blame the offi
cer corps for the (assassination)
attempt,” the document quotes
the general as saying.
The document reveals that only
one other German officer took
part in these secret discussions. It
shatters Waldheim’s repeated
claims he served in the war as
only a low-level “clerk.”
(After his election as Austrian
president, Waldheim told a for
mal Vienna news conference on
June 11 he was “a sort of secre
tary and nothing more” during
the war.)
World Jewish Congress inves
tigators located the document
among captured Nazi war records
in the U.S. National Archives in
Washington. The document, which
identifies Waldheim by name at
the secret intelligence briefing,
has been turned over to the U.S.
Justice Department.
Dated Aug. 4, 1944, the doc
ument is stamped “secret com
mand matter" and is headed
“Memorandum concerning dis
cussions with the chief.” It reports
on the secret discussions of Wald
heim, an officer identified as
“Frey” and Gen. August Winter,
chief of the general staff of the
entire Germany Army in the
Balkans.
The discussions ranged from
complaints about the poor qual
ity of the Italian troops allied to
the Germans—“They fail and give
themselves up without a fight”—
to concern about the currency
crisis in Greece affecting the
Nazis’ ability “to get out of the
country what can be gotten.”
General Winter tells the two
intelligence officers that “only a
very small nucleus of officers”

by Reinhard Engel
VIENNA (JTA)—Austrian
political and church leaders made
significant gestures toward the
Jewish community over Yom
Kippur to counteract the up
surge of anti-Semitism which ac
companied last summer’s presi
dential election campaign.
For the first time in Austrian
history, dignitaries of the Catho
lic and Lutheran churches met
with Austrian Chief Rabbi Chaim
Eisenberg and leading members
of the Jewish community for a
“joint hour of meditation” on
Yom Kippur eve. Later, Chan
cellor Franz Vranitzky visited
the Vienna synagogue for a prayer
service.
The hour of meditation was
initiated by Catholic Action and
the Laymen’s Council. It was
held in the main hall of the Aus
trian National Library, a build
ing erected by Emperor Josef 11
who granted Jews civil rights in
Austria in the latter half of the
18th century.
The historic symbolism of the
site was not coincidental. Obser
vers noted that Austria’s small
Jewish community is in need of
reassurance because of the anti-
Semitism that greeted the expo
sure of President Kurt Waldheim’s
Nazi past by Jewish organiza
tions before and since the July 8
elections.
The new bishop of Vienna,
Hans Hermann Groer, and the
senior pastor of the Lutheran
Church, Alfred Jahn, attended
along with Chief Rabbi Eisen
berg, Ivan Hacker, president of
the Jewish community and oth
ers. Paul Schulmeister, president
of Catholic Action, said, “This
joint meeting cannot be taken for
granted, but is indeed very neces
sary. The immediate cause of this
meeting was the disturbing up
swing of anti-Semitic tendencies
during the Austrian presidential
elections.”

Kurt Waldheim
attempted to kill Hitler in the
explosion that wounded him on
July 20, 1944. Winter conveys
instructions that “in the present
tense situation” German officers
must guard against anything
which might affect the relation
ship between the troops and the
commanding officers.
At another point in the discus
sions, the document shows,
Waldheim briefs the general on
the situation in France, Italy, the
Balkans, and local conditions.
The “situation in the East” is
reported on by Frey.
At the end of the meeting, the
discussions turn to a long-stand
ing dispute over responsibility
for security matters between the
Wehrmacht (army) and the SS.
Winter reports that in his con
versation with Himmler, the SS
chieftain had resolved the dis
pute in favor of the SS.
“The relationship between the
Wehrmacht and the SS-Police
commander has now been defi
nitely settled,” Winter states.
In releasing the document, the
WJC said it was “astounding at
how senior an intelligence level
Waldheim operated.” In turning
the document over to the Justice
Department, the WJC said it has
now transferred some 2,000 pages
of material on Waldheim.
“The time has come for Attor
ney General Meese to implement
the findings of his Office of Spe
cial Investigations and ban Wald
heim from entering the United
States.”
