‘Black box’ unveiled in Jerusalem
Dr. Menachem Fishbein of the Jerusalem College of Technology fine-tunes the new “black box”
traffic monitor developed by a team of JCT engineers and scientists, which is currently being tested
by Israeli police on the country’s highways. Mounted on a pair of 20-foot high poles at the side of the
road, the system uses sophisticated infra-red electro-optics technology to provide police with a
computerized print-out of each passing car, its speed and the distance between it and the car in front
of it.
The JCT system is designed to dramatically cut down Israel’s high rate of traffic accidents by
discouraging two of the most dangerous driving habits, speeding and tailgating. The system calls for
placing 25 to 50 “black boxes,” augmented by dummy boxes, on highways throughout the country.

Schindler to address
UAHC’s 21 st biennial
Rabbi Alexander Schindler,
president of the Union of Ameri
can Hebrew Congregations, will
be featured speaker at the U AHC
Southeast Council’s 21st biennial
convention in Tampa, Fla., Nov.
7-9.
About 300 delegates, includ
ing a number from the Atlanta
area, are expected to attend the
meeting, at which they will be
addressed by lay and rabbinic
leaders from the major institu
tions of American Reform Ju
daism.
The Southeast Council repre
sents Georgia, Alabama, South
Carolina, Florida and Chatta
nooga, Tenn.
A number of members of the
local Jewish community will lead
workshops at the convention.
Rabbi Alvin Sugarman of The
Temple will conduct a workshop
on Jewish-black relations, while
Rabbi Phillip Kranz of Temple
Sinai and Gary Metzel, aTemple
Sinai congregant and a member
of the UAHC national board,
will conduct a session on spirit
uality.

conducted by Roberta Lewis, ed
ucational director at The Tem
ple; Rabbi Jeff Lazar, educational
director at Temple Sinai;
and Rabbi Harvey Winokur,
rabbi of Kehillat Chaim.

duct a session on hunger and
homelessness.
A workshop will be conducted
by Elsye Heyman of Temple Sinai
on Jewish singles.
The convention also will in
clude the election of officers for
the UAHC Southeast Council.
JCT president to address
benefit event for college
The president of the Jerusalem
College of Technology, Zvi Wein
berger, will be the guest speaker
at a reception for the benefit of
the college on Sunday evening,
Nov. 9, at the home of Mr. and
Mrs. George Kaplan of Atlanta.
On Nov. 10 he will speak in
Charleston, S.C., at the home of
Mr. and Mrs. Jerry Zucker.
Weinberger assumed the posi
tion at JCT in 1985. He pre
viously held positions as chief
physicist at Solmat Systems Ltd.,
Jerusalem, and chief scientist at
Teletoken 2000 Ltd., in Holon.
He has to his credit 17 papers
in the field of electro-optics, as
well as five patents for his inven
tions. One of his inventions is a
fingerprint comparison system
developed for the Israel Police
Department. He designed a type
writer for the blind and also for
mulated the multi-font reading
machine for the blind (Texto-
braille). H is theory of solar ponds
was developed at Solmat Systems.
Jerusalem College of Tech
nology is the only school of engi
neering in Israel where students
study a curriculum devoted equal
ly to intensive Jewish studies and
an innovative academic hi-tech
program. The engineering and
scientific courses of study include
electro-optics, electronics, applied
physics, robotics and computer
science.
The college was founded in
1970 and is accredited by the
Council of Higher Education of
the State of Israel. JCT’s campus
is located in Givat Mordechai, in
the hills of Jerusalem. Nearly 400
full-time students attend JCT
pursuing the bachelor of tech
nology and applied science degree.
Its graduates are leaders in re
search and development and in
the past four years founded 13
new hi-tech companies in Jeru
salem.
