Just three days after a massive
crew'd gathered at The Temple
for the annual Simhat Torah
Rally in support of Soviet Jewry,
a Soviet official told a small
gathering at the Martin Luther
King Center that it is unlikely
that great numbers of Jews will
be permitted to leave the Soviet
Union.
Konstantine Kharchev, chair
man of the Council of Religious
Affairs in the U.S.S.R., is tour
ing the United States under the
sponsorship of Appeal for Con
science, a New York-based or
ganization dedicated to the fos
tering of better relations among
countries. With Kharchev was
Rabbi Arthur Schneier, director
of Appeal for Conscience.
The luncheon at the King Cen
ter, hosted by Coretta Scott King,
was attended by Dr. Marvin
Goldstein, past president of the
Atlanta Jewish Federation and a
vice president of the King Cen
ter; Cecil Alexander, immediate
past chairman of the Black/Jew
ish Coalition; Sherry Frank, area
director of the American Jewish
Committee; a number of church
leaders and board and staff mem
bers of the King Center.
Earlier, Kharchev had a pri
vate meeting with Mayor Andrew
Young, who reportedly raised
the issue of human rights and
religious freedom, and in partic
ular, the plight of Soviet Jews.
Mayor Young had been sent
information about the condition
of Soviet Jewry prior to the meet
ing by Betty R. Jacobson, Feder
ation president and Jack N.
Horowitz, chairman of the World
wide Jewish Affairs Commitee.
This included the names of all
refusniks adopted by Atlanta’s

At the King Center, questions
were raised about religious free
dom, reunification of families,
repatriation of Jews, the low
number of exit visas being granted
and the situation of prisoners-of-
conscience.
In answer to a question, the
official said that “things will be
better” and that “religious com
munities will have more liberty.”
Regarding arrests and other mis
treatment of Hebrew teachers in
the Soviet Union, Kharchev re
sponded that Soviet law prohib
its private teaching of children,
but he refused to deal with the
question raised concerning teach
ing as an integral part of religious
freedom, according to one of
those present. He also said that a
limited number of Bibles are being
printed by the government in the
interest of more religious liberty.
As to a question about the
establishment of a rabbinic sem
inary in the Soviet Union, the

answer was negative. However,
Kharchev indicated that more
Soviet Jews might be allowed to
study in the seminary in Hun
gary. Earlier, in New York, he
had said some rabbinical students
might be trained in the United
States, if relations between Mos
cow and Washington improved.
Despite the fact that General
Secretary Mikhail Gorbachev had
said last year in Paris that “access
to classified information” should
not be a reason for denying visas
to long-time refusniks, Kharchev
said there probably would be no
change in refusal status for indi
viduals denied visas based on
security reasons.
In a statement after the meet
ing, Mrs. Jacobson said, “We are
grateful that Mayor Young raised
the important issue of Soviet
Jewry and human rights with
Mr. Kharchev. We are also grate
ful to the King Center and to
Mrs. Coretta Scott King for pro
viding a forum for the presenta
tion of our community’s concerns
about the plight of Soviet Jewry
and all believers who suffer from
Soviet oppression.”
