Concerned that her child might need emergency medical service, Mrs. Shartar tried to find out exactly who she should call for an ambulance. Atlanta Police said they would come, but suggested she call the Atlanta Fire Department because they have the rescue vehicles. Mrs. Shartar called the fire department and was told that because she lived in Dekalb County, she needed to call Dekalb County officials by dial ing 911. Mrs. Shartar dialed 91 I and Fulton County answered. “At that point she lost it and called me,” said Steve Levetan, Teresa Shartar’s neighbor in north east Atlanta. As a community activist and public safety chair man for both the Mormngside Lenox Park Civic Association and its Neighborhood Planning Unit (NPU-F), Levetan is not unconnected with the higher-ups in the three governments. Teresa Shartar’s case was re solved in 1984. but Levetan. long dismayed with the jurisdictional problems that plagued Atlanta's EMS, stayed with the problem, intent on correcting it. Fulton and Dekalb counties and offi cials of the Bell-South Corpora tion say that enhanced 91 I brings advanced telecommunications technology to some 821.000 cus tomers in the areas that have access to the system. Enhanced 911. they add. should cut emer gency response times, reduce time to false alarms and insure that emergency calls are routed to the proper jurisdiction for prompt action. In addition to his successful lobbying effort to get enhanced 911. Levetan's community service credentials also include serving on the Mayor's Task Eorce on Public Safety and on the Atlanta .lewish Federation's Community Relations Committee. "For the system to really work to the optimum, all three juris dictions needed to do it and needed to do it at the same time," said Levetan. who began investi gating enhanced 911 two years ago. Her arranged for a private tour of the enhanced 91 1 system that was operating in Baltimore. Md.. while he was there for a B'nai B’rith convention in the summer of 1984. “I learned then that the technology was av ailable and would go far beyond what anybody thought at the time." he said. Levetan worked with Public Safety Commissioner George Napper and others to get the wheels in motion for enhanced 911. Countless meetings were conducted to iron out the details of how the program would be funded and ultimately set up. "Finally. 1 gave a half hour presentation to Atlanta Mayor Andrew Young.” Levetan said. "When I was through, he stood up and said “L.et’s do it.’ Once the mayor was on board, things kind ol fell into place." Despite all the things en hanced 91 1 can do. I.evetan said it is not a cure-all for emergency medical serv ice in Atlanta. "There is no real accountability in the system,” he said, hut indicated that a government-run EMS is far preferred to private EMS prov iders. Levetan is not an elected offi cial. though it has been suggested that his work and apparent dedi cation to the community war rant a bid for public office, which he said he has not dis counted. “Running for public office is very speculative right now," ac cording to I.evetan. “1 like being involved with neighborhood and public safety issues. So often people sit back and assume that somebody else is going to do it,” he said, commenting that he decided to be that “somebody else. “My feeling right now is that as long as I can be effective from the outside.” said Levetan. “that’s what counts. 1 think the end results are what’s important."
