Mr. Albert Shaw, whose valuable
studies of the municipal governments
of London, Pans, and Glasgow have
already appeared in The Century,
will contribute to the June number
of that magazine an article on “Bud
apest—The Rise of a New Metropo
lis.” To the world at large the cap
ital of Hungary is the least known
of all the great cities of Europe, but
its growth has been so rapid, and its
development has been kept so well
in hand by the authorities, that from
the point of view of approved city
making it is becoming one of the
most remarkable of the world’s great
cities. . The streets, parks, and pub
lic buildings are ideal.
The city council of Budapest con
sists of 400 members, 200 being cho
sen regularly from the nine wards,
and the other 200 from a list of the
1200 largest taxpayers. In the mak
ing of this list men of liberal educa
tion are rated for double the taxes
they actually pay, in order that
brains and learning may have equal
recognition. The methods of a city
that in twenty years has more than
doubled its population and decreased
its, death-rate from 45 to 29, saving
8000 lives a year, are worth studying
by Americans.
Railway Guide.—We are indebt
ed to Mr. J. R. Watts, the publisher,
for a copy of May number of The
"Southern Traveler’s Official Railway
Guide and hotel directory for the
Southern States. It is very neatly
gotten up and persons who travel
through the South on the railroads
should not bo without this guide.

BANOTiriOATION.
I see statements in some of our
Baptist papers that certain Baptists
are “porfessing holiness.” What are
we to understand by this? That
they arc holy, or that they believe it
their duty to be holy? I wish our
editors would be a little more ex
plicit sometimes.
But I take it for granted that they
mean certain members of Baptist
churches are professing entire satis
faction of spirit and body, or sinless
ness, both in faith and conduct. It
is a pity that some very clever folks
should be so ignorant of what con
stitutes sin as well as the teaching of
God’s word, that they make false
professions, teach false doctrines and
lead the simple astray.
Now if you wish to test what is
here suggested, just ask a professor
of complete sanctification to define
sin, and you will find that his idea is
that sin is evil conduct only. Ac
cording to this theory the way to be
good is to do nothing; you may
think as evil as you please, you may
purpose ton thousand of the vilest
deeds, but if you do not perform
them you are guiltless. Then, too,
you may omit obedience to all that
part of God’s law with reference to
what God says we shall do and still
lie guiltless, if their theory is correct.
Sin is doing evil, not being evil.
“If ye then, being evil, kuow how to
give good gifts, etc.,” said the Savior
to the Pharisees. This is proven
again by the fact that these people
deny the Bible doctrine of total de
pravity in infants and make salva
tion a reformation instead of a re
generation. They don’t know or
understand the truth.
And because we say that those
who purpose in their hearts to sin
are as guilty in God’s sight as though
they had committed the crime pur
posed, we arc accused of teaching
that it is no worse to be au adulterer
than to purpose to be one. The
•purpose formed in the heart to
violate God’s law is sin in God’s
sight, is sin against man. Now, man
cannot sec or judge sins against
God; all he can do is to wait until
the purpose asserts itslf in acts, or
attempts at acts, and then men be
come guilty in thejr own sight and
the sight of each other. Thus they
become guilty in the sight of both
God and men. If .guilt jn man’s
sight brings an awful penalty in the
form of social ostracism, etc., what
must guilt in God’s sight brings
There are two uses of the word
“sanctify.” 1, To set apart to sacred
use; 2, To make holy or sin
less. In the first sense every
Christian is sanctified. In the
second sense evtry Christian is
sactified in spirit only. In the for
mer sense Paul says to believers:
‘Of him are ye in Christ Jesus, who
of God is made unto us wisdom and
righteousness and sactification and
redemption.” In regeneration sin,
the desire and purpose to do evil is
cast out of the soul or spirit, and the
soul thus regenerated cannot sin,
(See I Jno. 3:9) but sin remains in
the body and will until the end of
our lives. The Apostle said, “Every
man is tempted when he is drawn
away of his own lust and enticed.”
Not some other person’s lust but his
own, not some bad men but “every
man,” so then there is lust in “every
man.”
Because we oppose the professions
of perfection or absolute holiness in
men we are accused of opposing
holiness. Not a bit of it; we are
only opposing lying and deception.
The Lord of glory said, “If we say
we have no sin we deceive ourselves
and the truth is not in us.” 1 Jno.
1:8. And these folks who say they
are sinless are deceived, they have
deceived themselves and I am trying
to get the error out and get the
truth in them, fpr the truth is “not
in them” just at.present Therein
no danger that anybody will get too
good, but there is>, danger that some
deceived soul will get to telling what
is not true aqd that will not
make them pjjy better.

GOD WILL SEE IT.
There arc many “eye servants” in
the world, and not a few in the
churches. What .they do that is
good and self-commending, they
would like to have their fellow-men
see it. They make efforts to please
men, whether God be pleased or not.
And then if they choose to slight
certain parts of the work which they
ought to do, if it lie kept out of
the sight of men, they are satisfied.
The question with them is not
whether God may sec the defect, but
whether men will discover it. An
artist was working at a statue.
After he had progressed until it was
well-nigh completed, some one told
him that he need not be to the
trouble of finishing the back side of
it, because no one would see it. His
prompt reply was: “The gods will
see it.” He wanted his work so
thoroughly done that it would bear
the scrutiny of the all-seeing spirits.
They would make the outside of their
lives look fairly respectable, it mat
ters not much how deficient the in
side lives of many who appear well
on the outside. There would be
marvellous revelations if we could
see into the true lives of many
around us whom we think we know,
yet do not know. We have already
met with startling surprises, as we
have come to know the inside his
tory of those whom we had supposed
were very amiable and excellent peo
ple, but found that they were just
the reverse. Let us remember that
God will see, that He does see, all of
our defects and that we cannot cover
them from His vision. We should
not, therefore, slight our work. Let
us do thoroughly every task com
mitted to our hands. If we keep be
fore us the thought that God sees us,
then we shall be apt to do better. ‘
