ANT ACT
To provide fur the call of a Convention to reduco tho
number of tho General Assembly of the State of
Georgia, sod for other purpose! therein named.
Be U enacted by the Senate and House of Representa
tives of the State of Georgia tn General Assembly met, mi
it is hereby enacted by the authority of the same, That the
first Monday in April, eighteen 1-undred and thirty-
three, be, and tho same ie hereby designated and set
apart os the day on which tho citizens > of Georgia qual
ified tn vote fur members ol tho Legislature, shall at
tho sevorat places prescribed by law fur holding such
elections, vole for delegates to represent tli’ein in Con
vention, in mimbor equal to their representation in both
branches oftlioGeneral Assembly; such elcetions to
be conducted, managed ami Certified under the tame
laws as are of force in respect to elections of members
of the General Assembly.
Sec. 8. And be it further enacted, That it’shall be the
duty of such managers to transmit tn his Excellency
tho’Gavernor the result of said elrctinna under the
laws now of force for conducting, managing and certi
fying elections of members of the General Assembly as
aforesaid, within thirty days after such elections—
Whereupon it is made the duty of His Excellency the
Governor to issue his proclamation declaring the result
of said electiona by naming the individuals severally
elected to represent the good pcnplc*of Georgia, in
Convention ascontcnipletcd by this act.
See, 3. Andbe it further enacted, That every citizen
of the United Stntcs shall be eligible, to q seat in snid
Convention who has aiintned the age of twenty-five
years, and been an Inhabitant of this State seven years
immediately proceeding tho day of hia election, end
who shall have resided one year in the county fur
which he shall be elected.
See. 4 And be U further enacted. That each member
returned ns duly elected, shall previous to taking hi*
sent in said convent inn,take the follow ingoatb,nr affir
mation, viz: I, A. B. do solemnly swear, that I will not
attempt to add to or take from the constitution nr at
tempt to chango or alter any other section, clause or nr-
ticlo of theconstitution of tho Slate of Georgia, other
than those touching the rrprererdation in tho General
Assembly thereof; and that I havo been a citizen of
this stale for tho Inst seven years, so help mo God.—
And any person elected to a sent in said Convention,
who shall refuse to take the oath aforesaid, shall not
be allowed to take hia seat in said Convention.
8ee. 5. And he it further enacted, That the members
of said Convention shall assemble on the first Monday
in May after their election, at Miiledgcvilje, in the rep-
resentative Chamber of the Stale Honae, for the pur
pose of entering upon and consummating the great ob
jects of their Convention, to wit: a reduction and
equalisation of tho General Assembly; shall have pow
er to prescribe their own rules and forms of business,
and to determino on tho qualifications of their awn
members’; elect neetssary officers, and mskcnll or
ders which they may deem conducive to the further
ance of the object for which such convention ihall as
semble.
Sec. 6. And beet father enacted. That it shall be the
duty of His Excellency the Governor, to give publicity
lb the alterations and amendments made in the Con
stitution in reference to the direction [redaction] of
tho number of the members composing the General
Aaaembly, and the first Monday in October next, tiler
the rising of tha said Convention, ho (hall fix
on for tho ratification, by the pcopte, of such amend- .
mente,alterations,or new article* ax they may make for
the objects of reduction and equalization of tho Gener
al Assembly only; and if rallied bv a majority of the
voters who vote on the question of “Ratification” or
“ No Ratification,” then and in that event, the altera
tion! io by thorn made and ratified, ehill be binding on
the people of this State and not otherwise.
Sec. 7. And be it further enacted, That it shall be a
fundamental article in the formation, or amendment
of the Constitution, that each county of tho Slat* now
organized or laid out, or which may hereafter be crea
ted by law, shall b« entitled to at least one representa
tive in tho reprcaenlative branch of tho General As
sembly. (
Sec. 8. And be it further enacted, That eo soon a*
this act thali have become a law, Hia Excellency the
Governor be, and ha is hereby required to esueo it tn>
bo published in the Gazettes of this Stats, once •
week until the day fixed on by this set for the elec*
lion ofdelegate* to said Convention; and that all laws
and part* of lows militating against this act, be, and
’ e same are hereby repealed.
