FOR
THE C3N&RESSI0KAL GLOBE &
APPENDIX.
fH^HESE works have been published by us for
-2- five years. There are now more subscribers
for them, probably, than for any other paper publish,
cd in the United States ; certainly more than there
are for a. y other paper published in this' District.—
This large and increasing subscription is conclusive
evidence of their usefulness. They are invaluable
to all who feel an interest in tho proceedings of Con.
gress. No other publication gives them so full, nor
half so cheap. It is. indeed, the cheapest publico,
tion in the United States—perhaps in the world.—
Our position at the seat of Government enables us
to print them at so low a rate. We are compelled
to publish the proceedings of Congress, in detail, for
our daily paper. This done, it requires, comparative,
ly. but a small additional expense to change them to
the forms of tho Congressional Globe and Appendix.
If it were not for these circumstances, we could not
publish them for four times the sum charged.
The Congressional Globe is made up of the daily
proceedings of the two houses of Congress, and the
speeches of the members, condensed. The yeas and
nays on all important subjects arc given. It is pub.
lished weekly, with small type, ou sixteen royal quar
to pages. ,
The Appendix contains the speeches of the mem.
bers, at full length, written out by themselves ; and
is printed in tho same form as tho Congressional
Globe. It is published as fast as the speeches can
be prepared. Usually there are more numbers prin.
ted for a session than there are weeks in it.
Each of these works is complete iii itself. But it
is desirable for every subscriber to have both: be.
cause, if there should be any ambiguity in the synop
sis of a speech in the Congressional Globe, or any
denial of its correctness, it may be removed at once
by referring to the speech in the Appendix.
Indexes to both are sent to subscribers as soon as
they can be prepared.
The late session of Congress being a very impor.
tant one, we printed about five thousand extra copies
of the Congressional Globe and Appendix, calcula
ting upon being, able to dispose of them to persons
who are not regular subscribers. The former makes
150, and the latter upwards of 200, royal quarto pa
ges. As the inain subject proposed at that session
the separation of Bank and State—has been post
poned until the next session, they will be useful, we
may say necessary, for those who subscribe for the
next session; and vie shall therefore reservo them
for those subscribers who desire them, and shall first
subscribe for them. Though not so voluminous as
the proceedings of ordinary sessions, the important
subjects discussed will render these volumes not less
valuable than any which have been, or which may
hereafter be, printed. Every subscriber for tho next
session, who intends to file the papers, should pro.
cure copies of the last.

Of the general character ofThe Now. Yorker it ji
unnecessary to speak, since wo do not propose t,
change that which it has home from its eaublik
ifient. Circulating for the last two years fromti,0Q»
to 9,000 copies per week, through every State w
city, and nearly every county, in the Uniun—it can.
not be presumed unknown to the educated and j n .
lelligent. To those who have not hitherto made it,
acquaintance, it may be proper to state that it ischir-
actcrized by two objects: the one, of condiiningthe
greatest practicable amount of useful and elevating
information with the highest general interest, t!»
other, of disseminating truth so far as possible di.
vested of the jaundice of prejudice and the cant «
party. In short, our motto is Impartiality, as dis
liiiguished from the support of this or that p-nj,
clique or faction, whether m literature or politic,.-
In conforming to this outline, great caio is tfiea
against fulling into the pernicious error—more fatal
than the one we oppose—of suppressing or withoL
ding important truth because it has been made the
theme of partisan conflict. In regard to literature,
we shall freely express our own opinions, but accord
a fair hearing to whatever may stand opposed to them.
In politics, our strictures on public measures and pelit
ical doctrines will evince a freedom tempoa-d at si!
limes by courtesy; and it will be our untiring aim
to exhibit tho views ot all parties and sects, as net
forth by their leaders and oracles. In this manner,
we hope to render our journal a more iucid and per.
feet history of the political contests of the time,
than can fairly be expected from any partisan paper.
A concise account of all political movements— con
ventions, nominations, &c.—will bo given, ns well
as of the results of all Elections, and tables of the
popular votes cast therein. But, without e ntering
further into particulars, we may say that wc shall
endeavor to publish such a journal as shall Le deem
ed inferior in merit and scope to no wookfy pcrimli-
cal; and we hope to render it popular without amp.
tying into it whole Novels, Annuals biic Just.UncU
and to win readers and patrons without offering them
a bribe of a dozen romances aa a teuiptatiun.
The New-Yorker is published in two forms—the
Folio, or the common newspaper form, every .Satur
day morning, on a large imperial sheet at Throe
Dollars per annum, or Five Dollars for two copies.
As n further inducement to uniting in subscription,
five copies will be sent for Ten Dollars remitted ib-
solutelv in advance, and any larger number in pre
portion.
The Quarto edition is issued every Saturd-iy eve

for binding. Each number contains sixteen largo
pages of three columns each, including a page of pop
ular Music, and excluding advertisements, ltlotrw
