posited in the Treasury of the State.—
My predecessors have not thought it ex
pedient to exercise the discretionary
power conferred upon them by this act,
for reasons which they have given totlie
General Assembly. Unless restrained
by the Legislature, or by considerations
of public policy, founded on a more
tbotougb examinatian of the condition
of the Bank, than I have been able to
make, I shall feel it to lie my duty’to
carry out the policy of the General As
sembly, of bringing the business of the
Bankas such to a close, and transferring
its remaining assets to the office of the
Treasury. In this event, the responsi
ble duty will be imposed upon the
Treasurer of making a final settlement
with the officers of the Bank.
It is due alike to those officers, the
Treasurer and the interest of the State,
that the settlement should he made with
great care and circumspection, and in my
opinion, should be conducted under the
supervision of a competent commission
er, to be appointed for that purpose.—
The transfer of the assets of the Bank
to the Treasury, will impose additional
arid complicated duties upon the Treas
urer, requiring his persona] attention at
different points of the Stale, at times
when his absence fiom his office would
lie inconsistent with the prompt dis
charge of the other duties of liis office.
The nature and character of these assets
stock therein, and to cede to the said
company the utisurveyed portion of the
O.ikefanokee Swamp, be.
By Mr. Dickinson: To amend the nets
incorporating tiie town of Baitihridge.
By Mr. Anderson: To amend the
several acts heretofore passed, relating
to the South Western Rail Roarl, ami to
authorise said company to build a Rail
road from said road to Fort Valley,
csossing the Flint river at or near Wolf
Pen, to join the Muscogee Railroad
Company—also.
'I'u nuhorize the Central Railroad
and Banking Co., to lease and work such
Railroads as connect therewith, &c.
By M r. Simmons : To abolish capital
punishment.
Mr. Calhoun laid on the table a reso
lution, proposing to submit to the vote of
the people at the next election, the ques
tion as to whether the Seat of Govern
ment shall be removed—the people to
endorse on their tickets, M : Medgeville,
Macon, or Atlanta, as preferred—also a
sons upon which this suggestion is found
ed. 1 therefore recommend that the
General Assembly, in addition to the
existing laws upon the subject, should
provide for the contingencies to which
their attention is here called.
