trol and direction, will be to absorb the Uuion

ion democrat* who enter into the proposed or-
gsuizaUon.to support the nominees of the parly

garl in their put conduct in attemptiug
to dissolve the Union, or their opinions relative

4th. Every permanent party organization moat

which have either been discussed among iU
member*, and especially where they have been
made tbe ttnndard of political action, os with
in the last two years, nnd that basis is lo be as

hr*. That opinion will coiutitnte the party
creed, and iuflueuce it* acliou in spite of bollow
profusions to the contrary. The proposed or
ganization will thus, fur all practical purposes,
be a *cce*sion organization.
5th. Upoa the supposition that such n party is
to rule Georgia, she will soon become the ally of
South Carolina in her position nnd relations to
waids tho general government—o recon l, but
larger and more dangerous, edit*- n of that State
—and tho experience of tbe lost two year* ad
monishes us, in the mo»t solemn manner, of the
danger of such an nlliance.
6 th, We regard the Calkoua or Secession dy
nitty, as irrevoeddy established in dominion
over tbe proposed organization daring the pres
ent general! >n, and «U hopes or restoring the
Jsekton basis of 1832-3, as utterly delusive
7th. Gen. Jackson was the founder (J the old
democratic party of Georgia, in direct hotlitity to
secession, aud when tbe basis upon which he
placed ,t becomes reversed, and tlieCalboon ba
sis substituted, it eeatt* to be the democratic
fiarty into which vra entered, and consequently
we owe it no allegiance whatever.
3th. The warning voice of the old hero who
sleeps at the Hermitage, admonishes us not to
desecrate both bis counsels and his memory, by
succumbing to the Calhoun dynasty which must
evidently rule the new organisation.
9th. The process of absorption of the Union
democrats by the Secessionist*, may be seen by
a reference to South Carolina, in which State the
Union men of 1833-3, were as violent disunion-
ists in 1350-1, «s the original secessionists.
10. 8uch will be tbe case with the Uuion dem
ocrats of Georg)*, ip the next issue formed by
the secessionist*^with the general government, in
•pise of their protestations to the contrary, and it
is so universally regarded by all men of* candor
and intelligence.
11th. The Colnrabsa (Gn.) Time*, the organ
of the Secessionist* ef Southwestern Georgia, and
understood lo reflect the sentiment* of Gov. Mc
Donald, applies the secession test at tbi* very
moment to the Union democrats, aud we have
looked in vain for a single word at rebuke from
any the Southern Rights presses. It is folly to
ta*k of re-union under sech circumstances.
Bui whilst we assign our reasons for refusing
to enter into a new organization, totally distinct
in iu basis Irom the old democratic party of tbe
State, wo desire to dose the month* of those
who m*y attar the slander that we have joined
the Wkig party. Wo regard tho Whig party of
Georgia a* being extinct with the old issues
which have passed away—at totally disorganis
ed by the events of the last two years—and the
idea of reviving its ex’-stcnco and connection
with the National Whig party, as out or the ques
tion.
Be this.however, aait may, we thank tho God of
l**l>wty, that there yet remains a place for hon
est and oanscwntMOsmen, between theextreroct
of whtggery on the one hand, and secession and
diseafoaeB theother. We despise the vile party
hachtaod their parrot slang who cry out " the
I Vksgi, tkc Whig*," in order to d rive others into
aa organization controlled by men whom they
openly charged before the people, for the Inal
two years, with an attempt to dinolre tke Union,
and whom we shall soon hear recanting their
words. Tho whitewashing of men whom they
have blackened as disunionists. will be the most
disgusting, a* well as the most humiliating pro
cess to which thoy are soon to be subjected.

retired from the Cabinet,unquestionably because
Dickinson was appointed Collector of New York,

antagonistic elements in his administration, and is

There is nlso an additional sum. of two hundred
nnd seventy* ine dollars and tliirlv-oue cents,
due the county-,, from the estate of the late Trea
surer, R. A. flf. Neal, which added to the first,
makes the entire fund of tho county, five hun
dred and seventy-three dollars and sixty-six
cents.
The books of the Clerks oniieSuperior. Inferi
or and Ordinary Courts,appear legible, and the
entries correctly made, and all such books on file
iu their respective offices, as the law requires.
We have found the Jail ilia safe and good con-
dilion. The Court-House needs some repairs:
the fasten!n"3 of some of the doors are all out of
order and a'mmiber of the glass broken from tie
windows. We would suggest to the Inferior
Court, the importance ot causing those to be rc-
S red, ulso all other defects which they may
m time to time discover, that the house may
receive no farther injury from their continuance.
As regard* the Public Roads and Bridges of
ourcouuty. we arc happy to find that most of
them have been pm. iu as good repair, as we
reasonably could expect, from the extensive in
juries which they received from the unprece
dented severe rains during the winter and spring.
With much pleasure, we can commend ’lie cnei-
gy which lias boen manifested by the highway
Commissioners nnd Overseers, during the passed
two years. Doubtless all are awnte, that good
roads-tend greatly to enhance the value of our
lands, as well as onr facilities to market.
There is an important question at present agita
ting tlie minds of the good citizen* in tho differ-
ent parts of tho Stata, viz: Whether the sale
of spirituous liquors iu small quantities, ought to
bo authorized aud protected by law I Grand
Juries are called on for an expression or their
views on tho subject, in tho different counties —
In view of the many nnd alarming evils which
daily appear front the use of ardent spirits, we,
as faithful guardians of the best insercsls of the
people, caii but desire some effectual remedy that
may arrest the destructive influence of the Li
cense System. We think this ought to be done
hy an Act of onrnext Legislature, so framed as
to give tho right to a majority of the people iu
each county, todecide by atr indorsement on their
votes, whether any licenses shall lie granted for
the retail of ardent spirits in their county.
We have received n very lucid report'from the
Commissioner of Poor Schools, which seems to
show a careful discharge ol his duties. In said
rep rt, our attention was directed to one item of
niuety-seven dollars and eighty-five cents, which
we were informed consisted of accounts of tea
chers, not presented before the expiration of the
time which tho law requires, though otherwise
seeming legal aud just, we fi-clourselves justified
in advising the payment of thone accounts by the
Commissioner. From said report It appears" that
there was, within the past year, received from
the State ami county, tlie sum of $663,41. of
which, there Ins been disbursed $514,74 to pay
tlie accounts of teachers. There were returned
during the said year, six hundred nnd thirty chil
dren ns entitled lo the benefit of the Poor School
Law. It ii estimated by said Commissioner, that
ouo-fonrth only of the reported number of chil
dren, will probably attend school. To defray
