ly for pleasure at home, until they can
hare some guaranty that they will have
a fair chance for life in rati cars and

In reference to the New Haven road,
the Boston Transcript says that, “The
day after the disaster, the number of
■insseiigera carried on the road was
4,f>32. During the days of last week,
the numbers varied from 2,300 to 3,500,
so that the local travel does hot seem
to have been effected by the loss ot life."

Athens, May 28th, 1853.
In accordance with a call made through
the Gazettes of Athens, for a meeting of
such persons as were friendly to the or
ganization of n new county, of which
Athens should Le the Judicial centre,
a large numbor of citizens assembled at
the appointed time, at the Town Hal).
On motion of S. Thomas, Esq., the
meeting was organized hy calling Wm.
L. Mitchell, Esq., to the chuir. arid re
questing J. S. Peterson to act as Secre
tary.
On motion of J. H. Newton, Esq.,
the Secretary was requested to read the
following Memorial, setting forth the
reasons for, and the boundaries of, the
proposed new county:

To the Honorable, the General Assembly
of the State of Georgia :
The Memorial ol the undersigned re
spectfully showetli: That they are citi
zens resident tvi.bin the territory con
templated to be laid out into a new coun
ty, that they are desirous thus to make
known to your body not only their as
sent, but their earnest desire that such
an Act should he passed. The increas
ing population and importance of the
town of Athens, and the necessarily in
creased amount of litigation, with the
consequent increased attendance of the
citizens of that town ns jurors and wit
nesses, render the location of the county
site at a distance of seven miles from
that town, an inconvenience amounting
almost to a nuisance. The records of
the courts and the officers of tho county
are all as effectually without the reach
of the people of Athens as if they were
situated tliat distance in the forest,
which is contrary to the whole spirit of
our laws. The surrounding inhabitants
trade in Athens—their acquaintances
and their business arc there; there they
could, with less inconvenience, discharge
their duties as jurors and witnesses.
The burden of organizing a new
county falls upon your memorialists.—
Their willingness to assume it, is proof
of the necessity which requires it. We
would suggest the boundary to he as
follows : Commencing where the Jack-
son county line joins that of Walton,
near Smith’s old Store, to Bnnyon’s
Ford, on Middle Oconee—thence to Pe
ter Anglin’s, on State road ; from Peter
Anglin’s to Crooked-creek Meeting-
house—thence to King’s Bridge—thence
up King’s Bridge road direct to Sta
pler’s—thence, by Charles Hutson’s, di-
icci to Nowhere Coutt ground, Madi
son county ; from there, by Oglethorpe
road, to Grove Hill court ground—•
thence by Beaver Dam Meeting-house
road to Beaver Dam meeting-house—
thence direct to Dr. Smyth’s—thence
south-west direct to Clark line; then all
of Clark east of Oconee river; from the
junction of Oconee and Middle- rivets
up'Middla river to the mouth of Bar
ber's Creek, then Barber’s Creek to
Mors Hill Factory, the Creek being the
line—thence a direct lino to Walton line.
J. H. Newton, Esq., then moved
that a Committee of five be appointed
hy the Chair to report upon the sub
stance of said Memorial.
Which being unanimously adopted,
th»> following gentlemen were appointed
said Committee, viz : John H. Newton,
Stevens Thomas, Blanton M. Hill, Wes
ley Nance, and Henderson Willingham,
Esq r’s.
Moved, that all persons present,
whether for o- against tho proposed
movement, be invited to participate in
this meeting.
The motion prevailing, Wm. M. Mor
ton. Esq. addressed the meeting in a few
remarks in opposition to the contem
plated change.
The Committee of Five having re
turned, through their Chairman, J. H.
Newton, Esq., made the following
REPORT.
Your Committee to whom was refer
red the Memorial for a new county, le-
port that they have given the same their
mature deliberation, and that they con
sider the arguments aet forth in the Me
morial so conclusive in favor of tho ob
ject to be attained, they deem it unne
cessary to add anything thereto; they
therefore recommend tho adoption of
said Memorial, as tho sense of this
meeting. v
Tho t o part having been reeeived, the
meeting was addressed by P. W. Hutch
inson, .Tr., W. M. Morton, and Li* J.
Lumpkin, in opposition, and by Stevens
Thomas, end John H. Newton, Esqr’s.,
in favor of adopting the report ; and by
C. Peeples, - Esq., at some length, upon
the question of boundary.
Pend ng the question of adopting the
report, Howell C. Flournoy, Esq.,mov
ed that a committee of 21 be appointed,
for the purpose of more perfectly ma
turing boundaries; that the report of
the committee of five, be referred to the
commute© of 21; and that said com
mittee be instructed to select candidates
for the Legislature favorable to the ob
jects of this meeting: to report to a fu
ture meeting.
The motion being unanimously adopt
ed, the following gentlemen were ap

The United States Mail Steamship
Frdnhlin, C&pt. Wotton, arrived at New
York to-day, from Havre via Southamp
ton, bringing dates from Liverpool to the
10th instant—three days later.
Liverpool Market.—Mho demand
for Cotton in the Liverpool market was
to a fair extent, and the sales, since the
sailing of the Africa, reached seventeen
thousand hales. Of these, speculators
bought one and exporters two thousand
hales, the trade purchasing moderately.
Holders were firm.
In Manchester trade was improving.
"Havre Cotton Market.—The sales
ofCottonin Havre, daring the week end
ing the 11th instant, embraced five thous
and five hit ad red bales. Tres Ordinaire
was quoted at 94 francs.
En«lani>—Parliament was still en
gaged in discussing the Budget, and it
will undoubtedly pass.
France.—Louis Napoleon has des
patched Commissioners into the Depart
ments to inquire into tho wants of the
people. A fusion is reported to have
broken out between the branches of the
Bourbon patty.
Turkey.—The difficulty hat ween the
Governments of Russia and Turkey has
been satisfactorily* settled.

The Royal Mail Steamship Europa,
Capt Ry tie, which lelt Liverpool on the
14th instant, arrived at Halifax to day,
bringing font* days later intelligence from
that port, and two days later from Havre.
Liverpool Market.—Milligan’s Cir
cular quotes Cotton as having advanced
an eighth of a penny, and that Fair had
improved the most. Sales of the week,
closed on the 13th instant, amounted to
forty-seven thousand bales—speculators
and exporters taking twelve thousand
hales. Fair Orleans was quoted at 63d.,
Middling at 5|d., Fair Uplands at 6§d.,
Middling Uplands 5jd.
Other Circulars quote Middling Or
leans and Uplands at 5Jd. to 5 15-16d..
and Middling Mobile at 5|d. The stock
of Cotton on hand in Liverpool compris
es seven hundred and thirty thousand
hales. Imports of the week twenty-five
thousand bales.
Rice was dull of sale in Liverpool, and
prices unchanged.

land, (Maine,) which destroyed nearly
the whole town. The losi is estimated
