The regular monthly meeting of Coun
cil was held this afternoon. Present:
Intendant Jfousse, and Wardens Bailey,
Barnard, Erwin, Moss and Newton.
Minutes of last meeting were read and
confirmed.
The Street Committee, to whom-was
referred a communication from Howell
Cobb, relating to the action between a
former Council and Albon Chase, in re
gard to closing a part of Meigs street
and extending Billups street, recommend
that the action of the former Council
with Mr. Chase be confirmed. Report
adopted.
Report of Treasurer, Clerk of Market,
Marshal and Deputy Marshal were read
and received.
Treasurer’s annual report was rend,
received and ordered recorded upon the
minutes of Council.
The following bills were ordered
paid :—David Hamrick, $10.00 ; Henry
Shirley, $91. 50; W. C. Brown, $91.50 ;
W. S. Hemphill, $0.53; Southern Banner,
$20.00.

An adjourned meeting of Council was
held this afternoon. Present: Intcu-
dant Bcusse and Wardens Bailey, Bar
nard, Bishop, Carlton, Erwin, Moss and
Nicholson.
Intendant appointed Warden Erwin

The Intendant announced that the
committee would remain the same as last
year, except that the name of Warden
Carlton would be inserted in place of
W anlcn Newton.
_ The following special committee on
licenses—Warden Barnard, Bishop and
Bailey. The matter of electing Engi
neers for the Fire Department was dis
cussed and deferred until Saturday next.
Council went into an election for Mag
azine keeper, and elected Dorsey &
Smith.
James Kinley was elected Lamp-
Lighter.
On motion ot Warden Nicholson "the
Town Printing was referred to Finance
Committee, with piwcrto act, save that
he minutes of Council shall be published
in only one Town paper.
On motion of Warden Moss, the In
tendant was instructed to discharge all
policemen except the two Marshals.
On motion of Warden Bailey, officers
salaries were ordered paid monthly dur
ing the present year.

Death of A. A. Franklin Hill,
— We are pained to announce the death
of this well-known and esteemed gentle
man. lie died at his plantation, near
Euliiula, on the 1 Oth inst., jtfter a pro
tracted illness. His remains reached
Athens yesterday, and the funeral servi
ces will take place to-day, at 11 o cloek,
from the Methodist church.
We have not time, to-day, nor is the
writer sufficiently familiar with his career,
to pay a proper tribute to his memory
lie was connected with the Banner for
about a year, in I860, having previously
held the position of Assistant surgeon in
the U. S. navy, for several years. He en
tered tiie Confederate service as a Lieu
tenant in the First Georgia regulars, and
served gallantly during the war. He
was promoted to a captaincy, and tilled
positions of trust as a stair officer, with
marked fidelity, lie was promoted to
the rank of Lieutenant Colonel, just at
the close of the war, his commissiou
being one of the very last issued. Col.
Hill was an accompliscd anti genial gen
tleman, and wc learn that lie died an bum
ble and devoted Christian.
Sudden Death. — Howell C.
Flournoy Esq., an old citizen of Athens,
and tor some time Notary Public,
died very suddenly a few moments after
casting his vote near the Town Hall, last
Saturday. He had been in rather feeble
health lor some time, and remarked ns
lie went to the poles that it might be
his last time he would ever vote. He
was about 60 years of age.

Assessment.—The Directors of
the Northeastern Railroad give notice
that an assessment ot 5 per cent on each
share cf stock, is called for, and must be
paid on or before the 5th of February.
Town Election.—An election
will Ite held at the Town Hull, on the
2otli to decide by which route flic stock
held by the Town in the Northeastern
railroad shall be voted. Each voter
will endorse on his ticket “ By Jefferson ”
or “By Harmony Grove.”
New Coukt House.—The Town
Hall is under process of reconstruction,
for occupancy as a Court House. The
front rooms arc being enlarged, to include
the piazza, and will make commodious
jury rooms. Entrances will be cut from
the basement on each side, and the
judge's stand will be immediately at the
present entrance. It will make a comlort-
nblc court house.

that of the above amouut of twelve thousand aud
thirty 75-100 dollars reported in the debt column,
the amount of three thousand and seven hundred
dollars was realised from the issue of Town cur
rency, which being now an outstanding debt of the
town, makes the total cash revenue of the year
only $8,330 75.

A New County.—In accordance
with the compromise agreed upon at the
time the bill for the removal of the court
house was passed, a movement is on foot
to divide our county, and make Watkins-
villc the new county site. The petition
has been very generally signed by our
citizens, who have no disposition to throw
any obstacle in the way of our friends on
the “ West side,” who desire a new
county. Wc presume the matter will
come before the Legislature at an early
d.tv.

THE CAUSE AND CURE OF CONSUMPTION.
