CHABLE3TON, S. C,—A tornado
swept over the up country Thursday
night. The new market house at
Columbia, which was almost finished,
was blown down. But the worst dam
age was done in Chester, C. Hi, 'in
which place 62 houses were entirely
destroyed by the storm, and many
others were seriously damaged.
No one was killed; hut four colored
• vajUu were in j ure d by the falling
from the 6th , houses. Miles of feucing were blown
me down, and a thousand large fruit trees
j were blown up by the roots.
The total loss in Chester is 850,000,
falling mostly upon persons of small
means. A meeting was held there
to-day, and steps taken for the relief
of the sufferers.
The tornado moved westerly, and
was of short duration.

The Cooper Institute Meeting.
The iiKctitig of the so-called Reform
Republicans, at Cooper Institute, New
't oik, la.-t week, was the largest polit-
iea• demon.-tration that has occurred
in N.-w York for years. Many liberal
and manly sentiments were uttered by
the speakers, hut the resolutions adopt
ed were exceedingly cautious, and with
little point. They were of the “ Good
Lord and Good Devil Order,” as
though the framers were not quitesurc
whose hands thc-y would fall Into. And
there’s the rub. They wish to get rid
of Grant, if they can, but aru not
willing to quit the party that put him
<*n the country, and sustains his mon
strous acts. Therefore they were con
tent to urge the adoption of the one
•term principle, not daring to boldly
.arraign Grant, or squarely denounce
the abuses and rottenness which so dis-
.giist the nostrils of all honest men.
It is possible there will lie more ur -
•backbone at Cincinnati. It is in a
•region which feels the dead weight of
radical tariffs, and the tribute wrung
ti'rom lionst toil to fatten the shoddy
dords of the East. It is out of the
reach of the tainted air of Wall street
and the jobbing rings of Washington,
where the voiceof the great agricultural
West may have a fair hearing. It is
possible that manly honesty and states
manship may not quail there as they
did at Cooper Institute, before the in
sidious councils of mere party policy.

II. P. Thomas, fell at Fort Sanders,
Knoxville Tenn., at the head of the
16th Georgia Regiment. This young
gentleman, one of the most talented
and promising in the State, as I am
informed, was rejected at West I’oiut
for no reason affecting his intellectual
attainments. Thinking that a suitable
young man might be found at the In
state in which such colleges have been
established, or may hereafter he estab
lished, one million acres of public land.
The Governor of the State is to certify
to the Secretary of the Interior that
such colleges have been established,
whereupon the secretary is to issue to
t he trustees of the college land war
rants to the amount of one million
acres. A provision is made that no
noted also that the municipal taxation
is nearly double that of the Stales and
counties added together—showing that
it costs nearly twice as much to govern
the cities n;id towns of the United
States as it dovs to govern the States
and counties. The total indebtedness
of States counties and cities, in 1870,
was $868,676,758 ; of this $352,866,-
698 belongs to the State.
