I At the fame time permit me to observe
H to you, that the exclusive privilege, to two
i f individuals, of importing flour is again re-
II vived and in force ; vessels henceforward
|| ar Hving with that article, will either not
r be allowed to enter, or obliged to pay an
exorbitant duty. Should any alteration
take place, I lhall be careful to advise you
of it for the information of the merchants
of your port.

The following article from a Jamaica
paper, appears to be the cause why Britifli
vessels are prevented from trading general
ly, to the Island of St. Domingo.
“ On Saturday last, the honorable the
Council presented to his honor the lieuten
ant governor, a resolve they had agreed
to, after the most mature confederation of
the various dispatches and documents, and
efpeciallv the late correspondence relative
to the Island of St. Domingo, which had
been laid before them by his lordfliip : that
it would not be expedient for the present,
to grant passports generally for veflels to
trade with that island, until his
pleasure (hall bej received on the i'Wbjetft.”

WEDNESDAY, September 18, 1799.
NOTHING very interesting has of
late been received from Europe—the ac
counts occasionally published of the almost
continual and Angular successes of the
Archduke and Suwarrow, and the meeting
of part of the Fleets in the
do not bear the marks of such unquestion
able authenticity as to induce a republi
cation of them.—That the French have
in several aftions been defeated in Swit
zerland and Italy we have no doubt, and
that they may experience similar disasters
is our ardent wifti—but we are induced
to believe the accounts have been exag
gerated—we mult wait for official de
tails before we can attain the accurate in
formation we desire.—As for the Fleets we
are of opinion no credit is to be given to
any account of a meeting of any part of
the several squadrons yet received —But
’tis reafonoble to expect: a few weeks will
furnifh us with news from the Mediter
ranean, more important than any that has
exited public attention since the battle at
the mouth of the Nile.
Most of the Public Offices we learn
are removed from Philadelphia to Tren
ton, on account of the Prevailing Fever,
from the accounts we have received we do
not think the Fever by any means as gen
eral or as fatal as in the former years of its
appearance, and in New-York, it is evi
dently very much on the decline. The
resignation of Captain it is to be
feared will not add greatly to his credit as
a Patriot—’tis to be regretted, that he
should imagine he had good reasons for
leaving the service of his country, but
though he did so—his reasons do not ap
pear such as to carry full conviction of
their juflice and propriety.
It is pleasant to observe the dawnings
of genius in the obfeure corners of Colum
bia’s territory, and literature extending in
every direction its delightful influence in
the United States. The Patrons of polite
learning mu ft feel gratified, that men of
talents and capacity are offering their ser
vices to

In a little settlement in a frontier situation,
a lover of science .n the true spirit of be
nevolence, offers to inftruCt the youth of
the neighborhood in the most important
branches of ufeful knowledge, on terms
very moderate compared with the apparent
capacity of the teacher —The following is
an exaCt copy of his advertisement stuck
up at a little Tavern and in several other
places.

Extraft of a letter from Jamaica , dated the
28 tk July.
“ We have received authentic accounts,
by a Danish veflel arrived here to day from
Altona, in 42 days, sent in as a prize, that
Lord St. Vincent’s had beaten the Spanilh
fleet in the Mediterranean, taking three
fail of the line, one of 120 guns, and two
of no guns each, and 30 transports 1 : also
five frigates, either taken or lunk, and three
line of battle (hips actually destroyed.
The rest of the enemy got into Toulon in
great consternation, where they and the
French are blockaded: that the army of
Gen. Moreau, in Italy, is totally destroyed
and dispersed, by Marlhal Suwarrow.—
Lord Nelson has landed 10,000 in Gene
va. Not a Angle French force of any con
sideration now remains in Italy, except
13,000 men in Mantua, the greatest part
of whom are Italians.”
We have received advices from Europe,
via Boston and New-York of a later date,
in which we do not notice the above e
vent: It is therefore reasonable to con
clude that they had not taken place, or that
there is an error, as to time, in the Jamai
ca letter.
