AN
ORDINANCE
for the better Regulation ©/"NEGROES and
ether Persons of Colour within the limits of
this City.
IKE it Ordained by the Intendant
fyUmbers of the City Council of August a,
That from and immediately after the paf
f.na of this ordinance, it fliall be the duty
of every negro, mulatto or other person of
colour residing within the limits of the city
of the age of fourteen years or upwards,
who is free, or claims to be so, to make ap
plication to the clerk of the city council,
and give information of their names, pla
ces of abode, occupation or trade: And it
flnll he the duty of the clerk to register the
fame in a book to be kept for that purpose,
and grant a certificate for luch registry, for
which he lliall be entitled to receive from
the applicant the sum of feventy-five
cents.
AND WHEREAS there are several ne
groes and other slaves residing within the
limits of the city, and exercising ufefnl
trades and occupations,and who live apart
from their owners or employers:
Be it That from and immedi
ately after the palling of this ordinance, it
shall be the duty of every person owning
or having the charge of any negro or other
Have exercising any ufeful trade or occu
pation as aforefaid within the limits of this
city, and living apart from such owner or
employer, to give a defeription of such
llave or slaves to the clerk of the city coun
cil, and tne council will thereupon, if they
fee fit, authorize the clerk to grant licen
ces, permitting the exercise of such trade
or occupation for one year ; the owner or
employe# firft becoming security for the
orderly behaviour of such Have, and pay
ing five dollars for the use of the city, and
one dollar to the clerk for making a regis
ter of such licence, taking security and*
granting a certificate of the fame.
And be it further ordained, That upon in
formation and proof before the city coun
tii ot such licenced Have keeping a difor
deriy house, or harbouring any runaway
Have or Haves, or receiving any Holen
goods, provisions or other articles, know
ing them to be Holen ; the licence of such
Have Avail be forfeited, and a renewal there
of fliall always thereafter be refufed.
And be it further ordained , That after the
15th day of November next, every negro,
mulatto or mefiizzo, who fliall be found
residing within the limits of the city, and
who fliall not be in the immediate and di
rect employment of some free person,
owning or hiring the fame, or who fliall
not have been registered as a free person,
or priviledgea to follow some trade or oc
cupation as before ordained, shall be con
fined as a runaway llave or a vagrant:
And it shall be the duty of the city marshal
to apprehend, confine and advertise such
fhve or vagrant, any pass or pretended
pass from his or her owner to the contra
ry notwithstanding.
And be it further ordained , That it fliall
not be lawful for any person to hire or rent
or permit the occupation of any house or
tenement belonging to them, by any negro
orperfon of colour not having a certificate
of regiflry or licence as before ordained.
And be it further ordained , That any per

Be it ordained , That the owners or em
ployers of such aged or infirm slaves lhall
apply to the city council; who, if they fee
fit, will authorize the clerk to grant a badge
or licence to fell small wares for a year,
upon being paid the sum of five dollars
for the use of the city, and feventy-five
cents to the clerk for granting laid licence
or badge.
And be it further ordained 7 That free per
sons of colour within the limits of the city,
shall, in this refpeft, be fubjed to the fame
refiraints as slaves, and fliall not be allow
ed to vend any articles in the fireets or
public roads, without a licence obtained
on their own application for that purpose.
And be it further ordained , That after the
25th day of October infiant, it fliall be the
duty of the city marshal to apprehend and
confine any Have or other person of colour,
who fliall be found in the fireets or high
roads within the limits of the city, offering
for sale any beer, cakes, pies, fruit or oth
er small wares, without having firft obtain
ed a licence or badge as above directed;
which slave or other person of colour fliall
be kept to hard labor in the work-house
not exceeding thirty days, and until their
jail fees are paid, and may be puniflied,
not exceeding thirty-nine laflies, at the dis
cretion of any of the wardens to whom the
marshal shall make his report. Provided
always , That nothing herein contained
fliall be construed so as to hinder negroes
carrying provisions, vegetables or fruit to
market, they having a ticket from their
matters for that purpose.

WHEREAS a certain William Tyler,
profeffing himfelf to be Attorney
in fad for Charles Ouvry, of London, pre
tends to claim title to part of Lot No. 21
on Broad-street, and part of Lot No. 56 on
Green-street, both in this City.—This is
therefore to admonish all persons against
put-chafing or having other dealings with
the said Tyler, concerning these titles, as
the fee simple in them is confirmed to the
Subscriber, and her Son, a minor.
