With this certain knowledge the king
could not for a moment delay the effectu
al remedy for so many evils, revoking as
he has been pleased to revoke in every ar
ticle, the said royal order of the 18th No
vember, 1797» as well as whatever licences
may have been granted by other orders,
generator particular,-or by the official ads
of the Viceroys, Governors, Intendants
and other Ministers in America; confirm
ing in their force and vigor the laws of the
Indies and the regulation of the free trade,
the fame Chiefs being obliged under ex
press responsibility to take whatever mea
iiires they fee requisite not only for the
punctual observance of them, but like
wise for repairing the losses refuking from
theexceffes committed under the said roy
al order, without,admitting excuses or pre
tences of any kind, should it once appear
that they tend to weaken or impede the
execution of this royal decree.
His Majesty hopes that through these
means the commerce of Spain and Ameri
ca being invigorated will call forth every
poflible exertion in improving the great
advantages which their reciprocal trade
holds out, diminished the risk arising from
the war by the means in pradice and such
others as necessity points out in such cases;
but if they should frill think the aid of go
vernment wanting, the consuls in Spain
and in America may represent to His Ma
jeftv what their duty and love suggests on
the fubjed, confident that they will be at
tached to, provided their views are direded
to the encouragement of our trade and in
dustry, and removing the causes which
have hitherto impeded them to the general
lofsof the fubjed, and advantage of the
enemy.

. A Mr - BONNEMAIN, a Pariffian,
has invented a process for expediting vege
tation, by means of water placed in a con
ductor heated byaftove, and carried in
pipes round the bed of earth-an experi
ment has been made with considerable
success on some asparagus, and other gard
en plants—we do not however calculate
that this invention will become extenfwely
ufeful.
A Mr. LIVINGSTON of Clermont,
has lately difeovered, that Paper may be
manufactured from a species of weed or
plant called Conferva Fluvialis , which is
found in great quantities in Hudson’s Riv
er probably the weed or plant usually
called the Pond Lilly. From an expe
riment made the difeovery promises to be
highly important, and will doubtless ena
ble the difeover to furnifli this new species
of paper on lower terms than it can other
wavs be afforded in Europe or America.
THE Election of Judge M ; Kean, to
the office of Governor of Pennsylvania, is
no longer doubtful—fince the public fuf
frage has decided the long contested point,
we hopetheacrimony of party in that state
will give place, to a union of exertions for
the general good.
ELIZUR GOODRICH, is eleded
a member of Congress for the state of
Connecticut, in place of J. Allen, resigned.
THE trial of John Fries for Treason,
has commenced at Morristown.—The
trial of William Duane, editor of the Au
rora, is postponed.
IN the Supreme Judicial Court of
the State of Massachusetts, an important
case was decided embracing a fubjeCt
which has exited much public speculation.
The aCtion was brought by Derby as in
dorfee of a promissory note, for five thou
sand dollars, against Blake the indorfor—
the note was given in the course of some
negotiations and purchases of Georgia
lands—one of the grounds of defence on
the part of the defendant was that the
consideration for which the note was in
dorfed had wholly failed, this was urged,
and the recinding aCt of Georgia relied up
on to support it—But it was the clear and
decided opinion of the court—That the
idea of a legislatures reclaiming property
they had once fold was not less preposte
rous, than for an individual to repeal his
own note of hand—that the declarations
of the Georgia legislature who were the re
al grantees of the land in question about
fraud and circumvention could not be ad
mitted in that court as evidence of the ex*
iftence of such faCls. Whether or not the
grant was valid, the court deemed to be of
judicial and not of legislative cognizance :
The repealing ad of Georgia was also
deemed void, as being repugnant to the
tenth fedion of the firft article of the con
stitution of the United States which inter
files any state from pafiing laws imparing
the obligation of contrads—The note was
therefore deemed given for a good and va
luable consideration which had not failed.
The jury were of the fame opinion with
r he court, and found a verdid for the
plaintiff.
