Captain Maloney, formerly of the
Slontezuma, we understand, is to take
t he command of the Ganges (loop of
war.
The frigate City of Philadelphia, it is
expefted, will be launched in the course
of this week x
In a late Boston paper, Mr. Murray was
mentioned as at the head of the million to
the Frendj republic : This was an error.
The chief justice, Mr. Ellsworth, takes
that place, according to order of the no
minations —Elsworth, Davie, Murray.

WEDNESDAY, Dec ember 4, 1799.
THE legislature of the (fate are still
in session, and the eye of the public is a.
wake to behold the events their delibera
tions are to bring forth.
ONE circumstance has prefepted it
felf, in their proceedings, whiclf has oc
casioned a diversity of opinion.
AFTER the senate and house of re
presentatives had exercised their exclusive
constitutional province of electing a num
ber of Rate officers; the persons chosen
were declared non elecft, by a reconsidera
tion of the min utes; in which a new elec
tion was brought about. The pretexts for
this extraordinary proceeding we learn,
were firft, that his excellency had not con
curred in the firft resolution for the meet
ing of the two houses in the representa
tive chamber; the fecond, becaufe the trea
surer had lent James Sims a part of the
Yazoo deposit.
UPON the firft ground the public
doubt: whether the governor had any thing
to do with appointments which the con-
Hitulion had exclusively veiled in the re
presentatives of the people ? And upon the
second whether, as the governor did not
concuf in the resolve under which the last
eleftion was made; the firft officers can
be removed, and these doubts we pretend
not to solve.
THE election of judge M’Kean, to
the office of governor of Pennsylvania, ha's
been a fubje<ft of exultation to his friends,
and we have more than once expreffied
our hop; % that this event would prove
generally beneficial,-—we are sorry how-"
ever to observe a conduft in the governor
cleft calculated to remove all favorable
impressions, and exhibit him to the world
anenemytohis country. to
the “ republicans of PennfylVsFma,” ap
pears to 113 one of the most Ihameful, and
contemptible public papers we ever re
colleft to have read ; in a spirit of bom
haftic exultation at his own eleftion, he
closes the daffies of those by whom he was
opposed with “ all the expeftants of office
from the President of the United States”—
Thisthough we believe it to be untrue and
Un just, difeovers filch a disposition to
place the executive of Pennsylvania, and
“at executive of the United States, at va
fiance, as must loose the former, most of
l hofe friends pf whose friendfiiip he ought
lo be defircus—we believe could the fen
tlme«ts of this answer have appeared be
*°re the eleftion, M’Kean would have re-
chief justice only.
