Congress of the United States.
SENATE, December 10.
Yesterday at 12 o’clock, the Senate, in a
boilv, waited upon the President of the
United States with the following address,
inanfwer to his Speech to both,Houfes:

ACCEPT, Sir, the refpeftfulacknow
leJgments of the Senate of the United
States, for your speech delivered lo both
Hmifes of Congress at the opening of the
present Session.
v While we devoutly join you in offering
our thanks to Almighty God for the re
turn of health to our cities, and for the
general prosperity of the country; we can
pot refrain from lamenting that the arts
and calumnies of factious and designing
men, have excited bpen rebellion a second
time in Pennsylvania ; and thereby com
pelled the employment of a military force
to aid the civil authority in the execution
of the laws. We rejoice that vour vigi
lance, energy and well-timed exertions,
have cruflied so daring an opposition, and
prevented the spreading of such treasona
ble combinations. The promptitude and
zeal displayed by the troops called to sup
press this infurre&ion deserve our highest
commendation and praise, and afford a
pleasing proof of the spirit and alacrity
with which our fellow-citizens are ready
to maintain the authority of our excellent
government.
Knowing as we do, that the United
States are sincerely anxious for a fair and
liberal execution of the treaty of amity,
commerce and navigation entered into
with Great-Britain, we learn, with regret,
that the progress of adjustment has been
interrupted by a difference of opinion a
mong the commifiioners. We hope, how
ever, that the justice, the moderation and
the obvious interests of both parties will
lead to fatisfaftory explanations, and that
the business will then go forward to an
amicable close of all differences and de
mands between the two countries. We
are fully persuaded the legislature of
the United States will chearfully enable
you to realize your afTurances of perform
ing on our part, all engagements under
our treaties with punctuality, and the most
scrupulous good faith.
When we refledt upon the uncertainty
of the result of the late million to France,
and upon the uncommon nature, extent,
and afpeft of the war now raging in Eu
rope ; which affeCts materially our rela
tions with the powers at war, and which
has changed the condition of their colo
nies in our neighborhood ; we are of opin
inn with you, that it would be neither
wife nor fafe to relax our measures of de
fence, or to lessen any of our preparation
to repel aggression.
Our inquiries and attention shall be
carefully direfted to the variousmother im
portant fubjeCls which you have recom
mended to our consideration; and from
our experience of your part administra
tion, we anticipate with the highest con
fidence your strenuous co-operation in all
measures which have a tendency to pro
mote and extend our national interests and
happiness. %.

The praise of the Senate is judiciously
conferred on the promtitude and zeal of

Richmond County, December 28, 1799-
THE Aftentitled “An aft for thebetter
protection and security of Orphans
and their estates j” parted on the 18th Fe
b>uary, 1799> having made it the duty of
all Guardians, Executors and Administra
tors, heretofore appointed, at the next In
ferior Court after the expiration of nine
months after the parting of the said aft, to
exhibit an account on Oath of all the es
tate of such Orphan or deceased person,
which he or they {hall have received, to
be entered in a book,to;be kept for that pur
pose. And as very few Guardians, Exe
cutors or Administrators, amenable to this
Court, have complied with the directions
of said aft; and it being of great conse
quence that the said aft should be ftriftly
conformed to.
Ordered , That all such defaulting Guar
dians, Executors and Administrators ref
peftively, do on or before the iecond
Monday in February next, render in on
oath to the Clerk of this Court—and
give attendance with their proofs and
vouchers at that time, when the Court of
Ordinary for this County will again meet
for the purpose of examining the fame.

ACAUTION!
AS I have some reason to believe that
Doftor Daniel Weatherby has com
bined with Mr. Wm. Bell , of the citv of
Augusta, to defraud me of sundry NE
GROES which were given to my wife, the
daughter of said Weatherby, previously to
our intermarriage. These are to caution
all persons whatever not to purchase or
hire the following Negroes, or either of
them, but from me or some person afting
by my authority— viz. —■ Hiolette, Hercules,
Lizza and her young child Lynda , Nancy,
Sue, Grace , Isaac , Hannah, Tyro, Rhino, Jen
wyand her young child —Big Nancy and
Nero, which Negroes were giver! and de
livered by said Weatherby to his daughter
in November, 1798, and confirmed by a
Deed of Gift, on record now in the Clerks
Office of Richmond county, made the day
before our marriage.

ber of years. The above Negroes are to
be fold for no fault but merely on account
of their unwillingness to leave the country
with their master.
