LOWER ELBE, November 6.
Tile Inte refcrves of the Aoftro Ruffians
Switzerland, and the recent notification
: his Ruffian majefly to the prince of the
erman empire, lias inspired many poliri
ans with an apprehension, that the Rufli
i troops might be withdrawn from the co
ition—this apprehension, however, seems
itirelv to vanish, bv the intelligence re
lived from Vienna, that the exchange of
utriers with Peterlhtirg is more rapid than
|ever; and that, besides the Ruffian armies
already in the field, and the corps of 60,000
imen (half of which are already arrived in
I*Gallicla. according to the hteft letters from
t Lemberg,) there is to be sent another for*
1 miuable army of 150,000 men, great parr
| of which are to march in the beginning of
i next year. Add to these the Ruffian corps
■from Holland, tlieextra supplies &; the lives
■which the loyal Rates of Hungary have
Ingain offered to the emperor, their fove
freign, together with formidable mafl’es of
inhabitants, both in Italy and Germany
1 (which, no doubt, will be armed and orga
nized in case of need) —’all these appear
ances of formidable preparations promise
to cnfnre the fafety of Europe againfl the
long lift of force's lately produced in the
1 French councils.
While we thus contemplate the profpeift
of the next campaign, without fear for the
German empire or Italy, we lement, at
the fame time, the necefjary evil of continu
ing this unfortunate war with redoubled
forces and energy. It seems indeed to he
inevitable that, if the cnalefed powers of
Europe do not eftabhfh a general solid
peace by timely and necefiarv facrifices,
Europe mart bedefolated by the horrors of
endless civil wars (which may cost the
lives of millions of innocent victims,)
similar to that in France.
If a third mighty neutral power were at
prefentto interpose in this terrible contest,
a spirited influence and benign meditation,
the blessing of the world would attend
fucli endeavors.
Prince Suwarrow feemsjto have marched
with such haste from Italy to Switzerland,
that all his heavy artillery and baggage
were left behind ; which, in a great mea
sure. accounts for the reverses of his har
raflal troops.
We are glad to ujlderftan J, that the dif
ference between the cabinet of St. Peters
burg asd the city of Hamburg, has been
amicably arranged, by the embargo being

The mifimderftanding between the
French dire&ury and the above city, is
also likely to be term me ted very soon, bv
the mediation of his Pruflian maiefiv.

We cannot divine the reafpn why our
Si neighborhood is to be left wholly destitute
tof troops, unless the entire evacuation of
Switzerland be one of the prelimenary
!I conditions of the armistice of five months,
which is negotiating, Suwarrow is not ill;
it is merely an old wound which causes a
temporary pain in his foot.
CHUR, October 23.
Within these few days, the Imperialists
in the Grifon country have received rein
forcements. All the bridges across the
Rhine, excepting that of Fledfperg, near
Reichenau, are taken down. On the
eastern frontiers of Switzerland the French
n(Terrible in considerable numbers, and
threaten to invade tliut country. Near
Urferen they have 1300 men; and at Regaz
the\[ n ntered to raiie entrenchments,which
the Austrian cannot try to prevent. The
| chafleurs of Muntafun have entered the
Brcttigan, and Tyrolefe riflemen are ex
peeled in the Engadin.

bangage, and a considerable number of
officers arrived yesterday at the latter place,
where Suwarrow is likewise expected to
arrive to day or to-morrow. — The grand
duke Constantine, the whole of the general
ftafF, and every thing eife belonging to the
head quarters with a garrison of some hun
dred Coflacks, will arrive at Augfnurg at
the fame time.—The prince of Conde ha:
requeued that city to admit at left fixry
officers of his corps. Seven other envoys,
it is Laid are expefled there. The meeting
of the states es the circle of Suabia, which
was convened at Auglburg, may now be
{Lifted to Est ingen, or some other place.
ERLANG, November a.
Nothing official has yet appeared con
cerning the negociations for an armistice,
which have been carried on since the 22d
of October, between field marshal Suwar
row and the Austrian commander?, an 1
the French general in chief, Maflena.—
However, several private letters from Swa
bia of the 26th and 27th ultimo, Rate this
to be certain, and the alterations which
have been made on both sides with respect
to winter quarters, may be considered as a
positive proof of an am iftice being nearly
agreed upon. These private letters ftatc
the principal contents of that convention
to be :
1. This convention is concluded for an
unlimited time.
a. A line of demarcation is agreed upon
between the two armies on the frontiers of
Switzerland and Germany.
3. In consequence of this line of de
marcation, the Ruffians under Suwarrow
withdraw to the Danube, and the Aus
trians to certain points not yet known.
4. The French evacuate the whole cf
the Swiss territory.
5. Switzerland is to be considered by
both powers as a neutral state, &c.
The above mentioned letters also give
the pleasing intelligence that the most ac
tive preparations have been made in dif
ferent quarters for opening a new congreft
for peace.
LONDON, November 16.
The following additional intelligence
we received this morning from Deal.—
We give the Letter verbatim.
Dlal, Nov. 15.
“ There have arrived some French offi
cers. They are said to have brought some
propositions to government. They state,
that a Counter-Revolution has taken place
and that the Directory have fled from Pa
ris. BUONAPARTE has declared for
Royalty, and has taken the command of
the Royalists.”

riety of confirmatory and official extrafts

FIRE!
We never recoiled to have witnefled a
greater alarm, than that of last evening :
when, at the fame instant, the cry office !
fire! was proclaimed in the northern and
southern extremities of the city. The Bri
tilli armed fiiip Admiral Duncan, lying at
Sahus’s wharf, took fire, and continued to
burn for an hour before it was cut loose
and hauled into the stream ; where, not
withstanding every effort, file was con
funiing at one o'clock this morning, when
this paper went to prels.—The Admiral
Duncan, we are informed, had a cargo on
board to the value of 70,000 dollars, and
was to have failed this morning for Liv
erpool.
The fire in the northern part of the citv,
was a house near the new Banks, which
was con fumed.
\\ e flop the press at two o’clock this
morning, to state thatthe fhipOlive, which
drifted from the wharf foul of the Admiral
Duncan, to appearance, is on fire—both
lhips aground on the Long Island fide near
the mills.
The feene, at this moment, is terrible !
—rain ! a hurricane ! and the heavens il
luminated by the fierce devouring flame !
Extra ft of a letter , dated Kiugfloii, (J.) De
cember S t/i t 1799.
“ The little trade that has been between
tuis place and St. Domingo, is on account
of one of our crukers having put a flop
toir, by taking two of Touflaint’s veffids,
with troops and forces on board, from
Port-au-Prince to Jaquemcl, for thearmv
now going again ft that place; libelled, and
condemnation follow. I have also to in
lorm you, that the admiral on this ftition,
has received directions, to give inftruCtions
to ad his cruizers to fend into a Brit.fli
port all American veflels that have been

PHILADELPHIA, January 25.
! Ext rati rs a Letter from our Ctrrefpondent at
A 'cw- York, dated Jan. 22.
A Gentleman who came passenger in
the {hip Phoenix, arrived this day from
Cork, which place he left on the 27th
Nov. informs, “ that the remainder of the
Britifn troops, which the Duke of York
left in Holland, arrived at Yarmouth on
the 12th. That the Ruffian troops from
Holland are arrived at Guernfev. That
the French Republic have declared war
against Hamburg. That an extensive and
very formidable expedition is fitting out
in France, to go against Ireland ; and that
on the 27th of November, the Phoenix fell
in with, and was boarded by the French
privateer Scipio, which had been out on a
cruise 10 days ; the captain of which in
formed, that he had taken three very valu
able British merchantmen belonging to
Liverpool, one of which was called the

On the 20th of December, at 11, a. m.
thetown pf Baffaterre in Guadeloupe, bear
ing E. S. E. 9or 10 leagues diflance, and
Montfearat N. E. by N. 8 or 9 leagues dis
tance, I fell in with and captured the
French brig L’Efperance, from Guada
loupe bound to St. Thomas, Andrew Ber
nard, mailer, loaded with 208 hogsheads
of sugar. At 1, a. m. on the 21st, I ar
rived to an anchor in St. Christopher’s,
with the prize in row. The above brig
is coppered, and 150 tons burthen.
