heard very much of fouls ; but what they
are, or where they are, or what they are for,
God knows—l know not. Thev tell me

Anecdote of the celebrated Franklin.
The Doctor wifning to amuse himfelf
"'till the credulity of the votaries of philo
fophv, proposed to the Royal Society of
London, the following qoeftion of which
he reqnefted a solution, viz.—“Whv will
a tub with a fiili in it, contain as much wa
ter as it will without the fifii ?”
Many academical pates were employed
in linking this difficult problem. Many
ingenious dilutions were delivered in ; but,
jiitras they were proceeding to publilh one
that was deemed the moll so, the doctor
informed them that there was a small in
accuracy in their operation, which he beg
ged leave to rc&ify, by alluring them that
a tub with a fitli in it would NOT con
tain as much water as if the fifli was out.
Anecdote f Dr. Wafts.
The doctor being one day in a Coffee
liouie, observed two gentlemen looking

Watt* ! The other, after a small pause,

I.
THAT a general Stamp-Office is now
cllablUhed at the feat of Govern
ment, in the City of Walhington, from
whence there will ilfiie, from and alter the
date hereof, (upon the application of the
supervisors of the revenue, under whole
management the colledlion of the ftanp
duties is placed) any quantities of paper,
parchment and vellum, marked or damp
ed, and duly counter-ltamped with the fol
lowing rates of duty which are demanda
ble by law :
For every Ikin or piece of vellum or
parchment, or flieet or piece of paper,
upon which ihall be written or printed,
any or either of the instruments or wri
tings following, to wit,

Any certificate of naturaliza

Any licence to practice, or cer
tificate of the admillion, en
rollment or registry of any
counfeilor, fulicitor, attor
ney, advocate or prodlor, in

That the power of the supervisors of
the revenue to mar£ or ftampany vellum,
parchment or paper chargeable with duty,
will cease and determine from and after
fix months from the date hereof, to wit,
on the last: day of February 1801.
111.
That, If any persons shall after the last
day of February 1801, have in their cus
tody or pofleffion, any vellum, parchmen'
or paper marked or stamped bv the super
visors of the revenue, upon which anv
matter or thing, charged with duty, shall
not have been written or printed, thev
may at any time -within the /pace of sixty
days after the said laji day of February 1801.

in lieu thereof, receive a like quantity or
value of vellum, parchment and paper,
duly stamped, in pursuance of the aft
hereinbefore recited. And in case anv
person (hall negleft or refufe, within the
time aforefaid, to bring or cause to be
brought unto some office of infpe&ion,
any such vellum, parchment or paper, it
is hereby declared, that the lame will
thereafter be of no other effeft or ul'e, th3n
if it had never been marked or damped,
and that all matters and things, which may
after that time be written or printed upon
any vellum, parchment or paper, autho
rized to be exchanged in manner afore
said, will be of no other effe<ft, than if
they had been written or printed on pa
per, parchment or vellum, not marked or
Stamped - .
IV.
And forFhe convenience of those per
sons who may be inclined to have their
own vellum, parchment and paper Stamp
ed or marked, it is hereby deskred, that
when any person fliall depofir any vellum,
parchment or paper at the office of a fu
ptrvifor, accompanied with a lift, Specify-
ing the number and denomination of the
(lamps or marks, which are desired to be
thereto affixed, the fame will be transmit
ted to the general (lamp-office, and there
properly marked or flamptd, and forth
with sent back to the fame supervisor,
who will thereupon collect the duties and
deliver the paper, parchment or vellum,
to the order of the person from whom the
fame was received.

Brought to Jail,
ON the 13th April last, a NEGRO
MAN, who fays his name is SAM,
about 30 years of age, five feet ten inches
high, fays he was the property of William
Lighten, of Charleston, who died a few
months Since, that his mailer gave him a
paL to hire himfeif out, and that he went
to Savannah, where he was confined in
Jail, from which place he made hisefcape
and came to Augusta. The owner is a
gain requested to come forward, prove his
property, pay charges and take him away.
