“ Under the weighty circumstances in
whith the country is placed by the abdica
tiori of his Majesty Vicor Emanuel, it is the
duty of all good citizens, and more narticu
larly of tlie armed force, to rally round the
authority to which the govrruinent is en
trusted. Without this union, neither hap
piness nor tranquility can be hoped for.
We may be exposed to anarchy, and proba
bly to foreign invasion. All persons who
circulate insiduous reports, as well on the
# nature of die King’s abdication as on other
imaginary events, or who endeavor to se
duce the soldiers and the citizens from the
pdlh of obedience to our legitimate authori
ty', must be regarded as enemies of the
country, of good order, and ol public tran
quility. With the a lvice of our council we
hive therefore ordered, and do order as
fiSluws :
“ Art. 1. Full and entire amnesty is given
for ever) political act which has hitherto
t-ften p uce, on condition that, from the date
of the present proclamation, all persons re
turn to <»',ler, and yield obedience to the'
direction's which they may receive from us.
“2. Am it is of importance to remove all
marks which /nay excite discord among die
citizens atid the troops, it is hereby strictly
prohibited to hoist colours and wear cock
ades of a different form or colour from
those which have hitherto distinguished tile
Piedmontese nation under the government
of the August House of Savoy.
•< Those who contravene this ariicle shall
be pun.slied as disturbers of public tran
quility.
3. The act of abdication of his majesty
Victor Rmauuel, shall be published with the
present decree.
“4. A* soon as the Provincial Junta,
which is to supply the place of the National
Parliament, until it be convoked, is nomin
ated, a day shad be fixed for tlie troops to ’
take a solemn oath to us and the constitu
tion.
“5. Meanwhile all the civil, judicial, and
military authorities, are required to remain
at their posts, and to perform tiieir functions
with that increased attention to fidelity and
Punctuality, winch the circumstances and
existing wants of the country require.

Amidst die vicissitudes which have agi
fated a great part of oitr past life, and which
have insensibly exhausted our strength, and
our health, we have frequent*v contemplat
ed the abdication if die throne. To this i
dea which we have always entertained, was
joined the considerations presented to us
by die constantly increasing difficulties in
public affnrs at the present time, our con
stant des,re having always been to do every
thing which might contribute to the happi
ness of our beloved people.
Having now determined to accomplish
this design, we have resolved, after hearing
our council of state, to choose and nominate
regent ot our dominions, our well beloved
cous.n Prince Charles Amadeus Albert of
Savoy, Prmce ot Cariguan, consequently
cornering on him all our authority. And by
this our act of our Koval and free will, our
council being heard we declare :
That, reckoning from the 13th March cur
rent, we irrevocably renounce the crown,
and in the same manner the exercise of our
rights of sovereignty as well over the terri
tories which we actually possess, as those
which by treaties or otherwise may fall to
us. by r.ght of succession.
We mean it however to be understood
that the billowing resolutions should be the
essential condition of our abdication, viz.
l. That we shall preserve the title and
•dignity ot the King, and the honors we have
heretofore enjoyed.
2. 1 hat there shall be paid to us quarter
ly, and in advance, an annual pension of
I, OOd Piedmontese livres, reserving to
ourselves besides, the property and disposi
tion of our property, moveable and immove
able, allodial, and patrimonial.
o. I nat we snail be free, we and our fami
ly, to choose whatever place we shall phase
for our residence.
•1. And also the persons with whom we
may desire to live, and whom it Aiay please
U 3 to admit into our service, and that of our
family.
5. That all the acts passed in favor of the |

OUR readers will find in o ur co
lumns to-day the latest intelligence
from Europe, by the arrival of the Ship
Georgia, Capt. Varn-um, at Savannah,
in 39 days From Liverpool. The con
tradictory account of the battle which
was said to have been fought between
the Austrian and Neapolitan armies,
leaves the latter in a very unfavourable
situation. This information appears to
have been obtained by tlie way of Pa
ris, and however disposed we may be
to believe it erroneous, or how much
soever we may be willing to doubt its
authenticity, we present it to our rea
ders as we received it. If correct it is
not at all decisive against the struggle
for an equal government; if false, and
should the former intelligence be con
firmed, it will only induce us to avoid
implicit reliance in the columns of min
isterial prints and a precipitancy of o
pinion from the anticipations of then
editors.
Our mercantile friends will notice
that the demand for Cotton in Liver
pool has somewhat increased since our
last intelligence. This information
may revive the drooping spirits of those
who have entered largely into the pur
chase of this article.
We are favored (says the Savan
nah Georgian) by a commercial house
in this city with the following extract
of a letter, received by the ship Geor
gia, capt. Varnum, under date of Liv
erpool, 27th March.
“ The demand for Cotton continues
very brisk, and the sales are still on an
extensive scale, at very full prices,
Uplands 8$ a 10Jd ; New-Orleans, 9
a 12$d; Sea-Island, 14d a 2s per lb-

A deplorable instance of the depravity of
a bov of 13 or 16 years of age is stated' by
the last Western mail. He was a postho*
engaged in carrying themail from Charlottes.

of robbing the mail, has been commuted to
jail, and will have his trial before the next
Federal Court in Richmond. It is said that
a large quantity of torn letters has been
found on the road—and that he is supposed

We are happy to learn that the sum of
money, amounting to Thirty two Hundred
Dj, ars in Rank Notes, which was advertised
in December last, by Mr. Leonard Kimball,
of this city, as having been lost by „ ~i SSe„ .
ger in the steam boat line, who were not
aware of its contents between this and Phila
delphia, has been all recovered, with the
excepting of a mere trifle.
It appears that the letter, containing the
bank notes, was accidently dropped by the
bearer on board of the steam boat, in the
Delaware, and was picked up by a mulatto
boy, who, in connexion with a colored wo
