That whereas it is the Undoubted
right of the good peopie of this
stale, whenever they shall think lit,
to alter and change the lui.ditmental
compact by which they are associat
ed ; and it has been represented to
this legislature, lint great numbers
of the ciiizcus of the said state are de
sirous of altering the Constitution
thereof. And whereas it is the du
ty oj'the Legislative body to give ef
fect to the public will, when the
same shall have been correct y as
certained.
BE i therefore resolved by the
Seoate and House of Ropreaentalives
of the Siute of Georgia inqpienernl
Assembly met, That it shall be the
duly of the magistrates who shall
preside a* the elections for member*
of the General Assembly, in the sev
eral counties of the stale, at the next
general election, to receive and re
gister the votes of the persons vot
ing ut the said election, on the pro
priety of calling a Convention for the
purpose of revising the Constitution
of this stale; and to this end, the
said in agist rates are hereby requir
ed, upon receiving the vote of each
and every individual, to enquire whe
ther it ts toe will of such voter, that
a Convention for the purpose afore
said. shall be called or not, and to
record the answer to such enquiry
upon the ticket given in by such
voter, by writing thereon according
to the truth of the fact, the word
*• Convention,” which shall indie.te
the will of (lie voter, hit a Conven
tion shall be called, or the words,
“ No Convention,” which shall indi
cate me "ill of such vo'er, ihut
such Convention shall not be called.
And be it further resolved, That it
shall be the duty of iho magistrates
aforesaid, to in .ke a correct return
of ihe votes so taken as aforesaid, to
the Governor us this statu within
thirty days after the said election, to
be bv him übmitted to the next Le
gislature, to the intent, that they muy
make provision for calling aCinivcu
tiou, it a majority of the citizens of
this state shall require the same to
be done.
Jjnd be it further resolved, That

accurate estimate ot human happiness than
those churlish beings do, who, in the midst
ot countless blessings, can find nothing worth
living tor. Mr. Eve takes a survey of hu
man life in all Us stages—of science in all its
branches—of business in all its activity—of
creation in all its sublimity arid beauty, and
under various views, and many animated
descriptions, he endeavors clearly to show,
that the life ot nan, with all its vicissitudes,
lias a balance of happiness greatly in its fa
vor. Pile work, we are informed, will alter
a snort lime be put to press.”
