AUGUSTA herald.
FRIDAY, NOVEMBER 9, 1891.
BY NICHOLAS WARE,
MAYOR OF THE CITY OF AUGUSTA.
,\ Proclamation.
. WHEREAS the piyjjs ami humble
recognition of the blessings received
from the hand of a kind and benevolent
Providence, is the humble duty of all
those who are the participants of his
mercy : And whereas the inhabitants
of this city and its vicinity have abund
ant cause of thankfulness, as well for
the goodnes manifested towards them
in their continued prosperity, as for the
general health with which they have
been favored during the past season:
And whereas it is considered right and
proper that an opportunity should be
atforded them unitedly and publicly
to express their grateful acknowledge
ments to Almighty God for the nu
merous evidences of his kindness to
wards them:
I do therefore, by and with the ad
vice and consent of the City Council of
Augusta, earnestly recommend that
THURSDAY, the 99d day of Novem
ber, instant, be set apart as a day of
Public Thanksgiving and Prayer; and
the inhabitants of this city and its vi
cinity are requested to suspend their
secular avocations on that day, and to
assemble in their respective places of
public worship, to render to the Al
mighty their tribute of praise for mer
cies received ; to implore a continuance
of his protection and favor ; and to
supplicate through the Great Mediator
the pardon of all past transgressions,
and for an increase of that righteous
ness which is essentially connected
yvith human prosperity and happiness.
And the Reverend Clergy are respect
fully requested to deliver suitable dis
courses and to engage in other exercises
in their several congregations, appro
priate to the occasion.

{A. s ] Mayor.

The Flour Market, in this place,
(says the Alexandria Herald,) on Sa
turday evening closed at eight dolls.
(on speculation) by the quantity. On
the 99th sales were made at New-York
for s#, and the article n demand at
that price. -ix expresses from the lat
ter place to Philadelphia, had occasion
ed it to go up to eight dollars. W e are
much inclined to think that this price
w ill not adbance, and that holders should
not wait to do “ better,” which one of
our most prudent merchants remarked
yesterday to be the greatest enemy
“ very tvell'' had.
% the arrival of the Homer, yester
day, we received Greenock and Glas
gow papers to the 16th September, con
tents anticipated, he Glasgow Chron
icle of the 13th Sept, says “ the re
markably adverse weather which lias
for some time prevailed in England and
Ireland, has now fairly extended to
Scotland, and continues to be marked
by a general advance in the price of
Corn.” [ Chas. City Gaz.
We refrained yesterday from men
tioning the apprehension of six men,
the captain and crew of the sloop Hi
ram, charged with piracy, in the hope
«f being able to-day to give a correct
stateme.iL of the circumstances. Last
night'another of the crew (which com
pletes the whole,) was taken into custo
dy. From the affidavits taken, there is
no doubt that they are very suspicious
characters, but as positive information
will in the course of a day or two be
received, we think it most prudent to
decline entering into particulars at pre
sent.

We have been authorised by John S.
Skinner, esq. to state that the mail was
robbed three miles this side of Elkton
the night before last. The robber is re-
>ted to be five feet seven or eight
inches high, having on a blue coat and
wdiite pantaloons. For the apprehen
sion of the perpetrator of this atroci
ous deed. Mr. Skinner offers a reward
es two hundred dollars.

IMPORTANT I —FLO UR !
We yesterday quoted Hour as current at
six dollars per bbl. To-day it is impossible
to fix any price on that article. During the
night past, no less than six expresses arriv
ed , n this city from New-York ; the ostensi
ble object appeare 1 to be 'he purchase of
Flour. There was such a rush in the mar
ket for this article, at an early hour, as alarm
ed the factors, and we understood but few
sales were made.
The New-York market was drained yes
terday by a passenger, who left the ship
Hercules, Capt. Cobb, from Liverp >o(, 6 1
miles from the land, and was in New-York
nearly the whole of the day incog.
YYg a j. e informed that tics vuo sailed from
Liverpool the 17th September ; that the
wea’her had been so wet and bid for many
drvs. 'hat wheat flour, and a t kinds of bread
stuff’s, had risen from du to 50 ner cent.
The Ship Jane, Ferguson, had just arriv

A most elegant Hat, manufactured,
of native grass, bv the Miss Hedges,
of East Hampton, Suffolk county, (N.
Y.) has been sent to this city to be ex
hibited and sold at auction, at the Agri
cultural Show, on Tuesday and Wed
nesday next. Ihe qualities of this ar
ticle of female ingenuity and industry
are represented as superior to any im
ported Leghorn, for fineness, uniformity
and beauty. The manufacturers are
daughters of one of the surviving Life
Guards of the immortal Washington.
Another of equal beauty, made of spear
grass, by Miss Julia Harrison, of the
town'of North East. Dutchess county,
will be exhibited at the Fair. Thus
we go on, without the aid of prohibito
ry duties, extending and improving the
manufacture of articles for which we
were formerly exclusively indebted to
foreign workshops Superioiity of
workmanship is the best tariff' hat can i
be invented; it is the most decidedly I
efficient, and, though it may stimulate 1
to a generous emulation, it never be- j
gets ill-will. N. Y. Evening Post. I
Distressing accibext —On the Bth
insc. Judge Forrester, of M'Keau j
county, (Penn.) was shot, accidentally j
by his son. !he following circumstan
ces relating to the melancholy event, '
are copied from the Bellefont Patriot.
“ The son had left home for the pur
pose of hunting wolves ; after he had
been gone some time, tho father Went
out for the same purpose. As is com
mon among hunters, one of them set up
a howling, after the manner of a wolf,
and was answered by the other. They
continued howling in this manner until
they approached each other within a j
very short distance. The father had ,
hid himself behind a log, placing brush
upon his back to disguise himself, so I
that when the wolf, as he supposed, j
came near enough to shoot, it would
not be frightened away. Having rais
ed himself a little for that purpose, the
son observing the motion, fired, taking
the object fired at to be a wolf. The
ball entered the l ight side of the neck 1
and passed out at the left hip. The j
son on finding what had happened, took 1
on* his coat and vest, placed them uu- I
der his father’s head, and started home ;
for the purpose of getting aid ; but his :
senses fled before he reached his fa- „
tlier’s residence ; lie became deranged
and was found in that situation ; not 'j
knowing, or having power, at that time,
to relate the dreadful and heart-rend
ing tale.”
Ax imposter —A young foreigner,
who for a number of years had suc

first circles of New-York, as a man
of fortune and family, under the name
of Baron Van Hoffman, has lately ab

departure it has come out tluit, tor a

xew-york, Oct. 24.—Yesterday a
black woman stopped a respectable
looking white woman in the \\ ashing
ton market, and charged her with steal
ing her shawl, which she claimed. The
white woman, uneasy and distressed at
this public and shameful charge, deni
ed it, and refused to pull off'the shawl,
which the black woman vociferously
demanded. A by-stander questioned
the black woman closely as to the marks
on her shawl, which she hesitatingly
