The Alexandria Herald, states that

Banking. —W e perceive by an ad
vertisement in one of the New-York
newspapers, that a company is form
ed, who intend to apply to the legisla
ture of that state, at its next session,
for an act of incorporation for a bank, j
by the name and style of the ‘ Wash- j
ington Bank,’ with a capital of g!500-
<IOO, to be located in the vicinity of
Chatham square, in the city ofNeiv-
York.

The New-York Convention have de
termined to amend their constitution so
that the pay of the Legislature shall not
exceed g 3 a day unless more should be
voted by a majority of the members
elected to both Houses-and then, it
is not to take effect until the succeed
ing Legislature.
INDEPENDENCE OF MEXICO.

Through the politeness of Lieut.
Kearney, of the Enterprize, we have
been favored with Havana papers to*
the 3d inst. inclusive, from which we
have translated the following, as the
only article of interest contained in

from the Mexican Capital, and to the 4th
inst. frbift Vera Cruz. These accounts men
tion the approaching entry of Ituhbide into
the Metropolis ofNew Spam, and the nomi
nation of tiie individuals who were to com;,
pose the Supreme Junta of Government un
til the convocation of the Cortes.
VVe have also received a file of the
Fucateco, a paper published at Merida,
(Yucatan) and from it, we collect, that
that Province declared itself independ
ent cn the l:<th of Sept, last, and was
determined to follow the fortunes of the
Imperial Leader of the Army of the
three Guarantees.
• here is no longer a doubt, that the
Imperial Cause; which had already
reached the Banks of the .Sabine, would
extend through vast and rich Provinces,
to the Isthmus of Darien, the boundary
of the Spanish dominions in North
America; which in the cause or race
of Independence, has, through the cunn
ing of Iturbide, and Inquisitorial
Priests, far outstripped the Southern
Dominions of the same Power in the
New World.
We have been furnished by Captain
Couthouy, late of the brig UriSt des,
of Boston, recently captured by the
pirates off Cape Antonio, and run on
shore, a particular account of the cap
ture of his vessel, and the treatment he
received from those ruffians, together
with the subsequent capture of the
piratical vessels. It does not differ
from the accounts already published.
He experienced the mast inhuman
treatment—was knocked down several
times, and his life, and the lives of his
crew were probably saved by the time
ly appearance of the En'erpr ze, which
caused the pirates to abandon the brio
with great precipitation The Arostides
had a very valuable cargo of dry goods,
the whole of which, except what was
stowed between decks, was destroyed
by the vessel’s being run on shore.
Capt. C, also states that it was the
intention of the pirates to have run the
ship Lucies on shore, and murder all on
board, which they no doubt would have
effected, had not the Eliterpr.ze ap
proached and fired a gun, on which
they immediately abandoned her.
it was reported that the pirates had
a short time before captured a French
ship, and murdered all on board, in

ol lady’s clothes being found on board
of one of their vessels, stained with
blood, is strong confirmation of the Re
port.

saving their lives and part of her cargo,
while in the hands of the pirates; likewise
for his kind treatment to Capt. C. his Mates
and Crew while on board the Enterprize.
We are indebted to Lieut. Kearney
. for the following information :

on the 6th inst. boarded off the Double
Hearted Shot Keys, the Colombian pri
vateer Congress, Capt. Almeida, from
a cruize oft Cadiz, who reported that
she had an engagement with a Spanish
man of war brig, 2 schooners, and some !
gun boats, off that place, which con- j
tinued two hoftrs.
The Colombian privateer La Cen
tilla, was also boarded oft'Cape Antonio
by the Enterprize on the 16th ult. and
was on 6th inst. spoken bv the Con
gress privateer off Matanzas, where
she is now cruizing. These vessels are
regularly commissioned.
Melancholy Accident. —Mr. William j
Prout, of Catskill, state of New-York, :
was lately precipitated from the bridge
i in the village of Madison, upon the
i rocks about 20 feet below, by the horses
I of a wagon, in. which lie rode, becoming
j frightened and backing on the bridge.
The horses were instantly killed, and
Mr. Prout survived only two hours.
Another Melancholy Accident. —Mr.
Hopkins Rowland, of St Johnsbury,
Danville, in attempting lately to pass a
j dangerous place on the road near the
I Pasumpic river, with a two horse wagon,
1 in which was his wife, the horses, in
'consequence of being suddenly reined
from the bank of the river, became re
fractory, ran back, and precipitated
Mr. R. his wife,the horses and wagon ,
into the stream. The horses were j
drowned; Mr. R. extricated himself;
btit Mrs. Rowland met a watery grave
Homicide.—On the 18th Oct as
Jrthn >. Clements, of Newborn, (N. C.)
was passing the jail of that jilace, lie
was hailed by one of the centinels on
duty three rimes, and not having return- ;
ed an answer, the guard discharged his
piece in the air. A seciind centinel
seeing Clements approach; also hailed
i him, but receiving no answer, he incon
i siderately fired his piece, and wounded !
him so badly, that lie survived only two
days. Ihe person of the deceased was
unknown to the guard at the time they
fired.
